How is the integration of Changsha, Zhuzhou and Xiangtan going?

Since the beginning of this year, in accordance with the requirements of “promoting substantial progress in the economic integration of Changsha, Zhuzhou and Tan” put forward by the 9th Party Congress of the Provincial Party Committee and the spirit of the Changzhutan Leading Group Meeting at the beginning of the year, Changzhutan Economic integration work started early and with great intensity, and all aspects show a good development trend. 1. Economic construction takes new steps. First, from the perspective of indicators, from January to June, the three cities of Changsha, Zhuzhou and Xiangtan achieved GDP of 153.85 billion yuan, an increase of 15.4%, an increase of 1.2 percentage points year-on-year, of which Changsha, Zhuzhou, and Xiangtan increased by 16.1%, 14.2%, and 14.3% respectively; The social fixed asset investment was 85.91 billion yuan, an increase of 27.6%; the total retail sales of consumer goods was 68.12 billion yuan, an increase of 18.5%, an increase of 2.9 percentage points year-on-year; the actual utilization of foreign capital was 1.05 billion US dollars, an increase of 37.8%, accounting for 66.3% of the province; import and export 29.8 billion US dollars, an increase of 43.1%, accounting for 63.9% of the province; general fiscal budget revenue was 11.78 billion yuan, an increase of 24.9%, accounting for 38.5% of the province. Second, from the perspective of key projects, the Changsha-Zhuzhou-Tanzhou intercity rail transit project signed a cooperation agreement with the Ministry of Railways, the "Changsha Urban Rail Project Construction Plan" has been submitted to the state for approval, and the preliminary preparations for the Changsha comprehensive hub have been accelerated. The World Bank project has completed an investment of 936 million yuan, accounting for 30% of the total investment. The Changsha Power Plant, with a total investment of 10 billion yuan, will achieve double investment by the end of the year. The three cities have arranged 28 industrial projects with an annual investment of more than 100 million yuan, with an annual investment of 8.66 billion yuan. Zhuye Group's circular economy transformation and upgrading project has been launched. Xiangdian Wind Energy has signed a 200 million yuan contract with Datang Electric Power. A number of high-tech projects such as key automobile parts, rail transit, biomedicine, and new materials in the three cities have been included in the list. National "Guidelines for Key Areas of High-Tech Industrialization that Are Currently Prioritized (2007 Edition)". 2. New progress has been made in surface work. First, the four cities of Changzhutan and Hengyang are included in the national old industrial base and enjoy the policy extension of the Northeast old industrial base, which brings new opportunities for the development of Changzhutan. Second, on January 25, Governor Zhou Qiang chaired a meeting of the integration leading group and deployed various integration tasks. After the meeting, the "Minutes of the Meeting", "Division of Responsibilities for Key Works of Changzhu-Zhutan Economic Integration", and speeches by provincial leaders such as Zhou Qiang were issued. Third, focusing on building a resource-saving and environment-friendly urban agglomeration, we are actively applying for a national comprehensive reform pilot zone. Fourth, the "Division of Responsibilities for Key Works of Changzhu-Zhutan Economic Integration in 2007" was issued in the Hunan Government Office Letter [2007] No. 61. 3. New breakthroughs have been made in special work. First, on January 26, six lines of the three-city integrated bus system that had been brewing for many years were officially opened. Governor Zhou Qiang and Executive Vice Governor Xiao Jie attended the opening ceremony. Second, there has been significant progress in planning legislation. On March 27, the 26th meeting of the Standing Committee of the 10th Provincial People's Congress heard the provincial government's report on the Changsha-Zhuzhou-Tanzhou Urban Agglomeration Regional Planning and spoke highly of the planning and planning legislation. The Provincial People's Congress has officially included the "Changsha, Zhuzhou and Tan Urban Agglomeration Regional Planning Regulations" into this year's legislative agenda, and it is initially scheduled to be officially released in the third quarter. The third is to further coordinate the communication within the city. In accordance with the instructions of Governor Xiao, in January, Deputy Secretary-General Li Miaohe and Deputy Director Ouyang Biao of the Provincial Development and Reform Commission coordinated with the Communications Administration and others to formulate the principles of market operation, encouraging competition, step-by-step implementation, and gradual implementation. Who takes the lead? The government will support whoever does it. After submitting it to Governor Xiao for approval, it has been handed over to the Provincial Communications Administration Bureau to continue to be responsible for advancing it. Fourth, the 2007 environmental governance assessment objectives and methods were issued, and assessment requirements for indicators and projects were put forward for the leaders of the three municipal governments. 4. Economic integration presents new highlights. In terms of industry, Xiangdian Electric will cooperate with Zhuzhou Times and Changsha Sany Heavy Industry to establish a Hunan hybrid electric vehicle industry base. This will not only promote the development of the new energy vehicle manufacturing industry in Changsha, Zhuzhou and Xiangtan, but also create a new model for industrial integration in Changsha, Zhuzhou and Xiangtan. . The provincial government and China Aviation Industry Corporation II signed a strategic cooperation framework agreement to build the Changsha Aviation Industrial Park with Zhuzhou as the center and relying on the relevant enterprises of China Aviation Industry Corporation II in Zhuzhou and Changsha to establish the Changsha Aircraft Landing Gear Engineering Center. An advanced R&D and manufacturing base for small and medium-sized aircraft engines, and the construction of a well-known comprehensive aviation industrial park at home and abroad. Regionally, the areas facing each other among the three cities, both sides of the Xiangjiang River, and the north of Changsha have become development hotspots. First, in the areas where the three cities face each other, our office conducted research on the construction of new areas in accordance with the instructions of provincial leaders.

Large domestic and foreign companies such as Shanghai Industrial Group are targeting the opposite area; the Propaganda Department of the Provincial Party Committee and the Provincial Department of Culture intend to build a Hunan cultural industry base in this area. Second, on both sides of the Xiangjiang River, with the implementation of environmental governance, the water quality of the Xiangjiang River will improve at an accelerated pace. The relocation of Changsha South Railway Station, the treatment of polluting enterprises in Zhuzhou Qingshui Pond and Changsha Pingtang, etc., have greatly optimized the environment on both sides of the Xiangjiang River, thus becoming an investment hotspot. Changsha has become an investment hotspot. The "ten iconic urban construction projects" represented by "One Continent and Two Straits" have been fully launched. There are 103 key urban construction projects with an annual planned investment of 13.4 billion yuan. Zhuzhou will also invest 5 billion yuan in the construction of 44 key urban projects such as flood control landscape roads along the river. Its tourism, leisure and high-end residential functions are more prominent, and the beautiful scenery of the Rhine River in Hunan is about to emerge. The third is in the north of Changsha. With the integration of Jinxia Development Zone, Xianing Port, and Changsha Jinxia Bonded Logistics Center, the industrial functions of this area have been strengthened, and the logistics industry is significantly driving the development of industry and service industries. In terms of social activities, all walks of life are enthusiastic about integration and have organized a variety of activities. The Propaganda Department of the three cities organized Changzhou-Zhuzhou-Tanzhou style gathering activities, the Personnel Bureau of the three cities organized the talent exchange meeting of the three cities, the Xiaoxiang Morning News organized "Run with Hunan - Changzhou-Zhuzhou-Tanxi City Cross-Country Challenge", and the Patent Offices of the three cities launched the "Together to Create the Nation" event. Intellectual Property Demonstration City Activities. A multi-point effort pattern is taking shape. In the first half of the year, the main problems existing in Changsha-Zhuzhou-Tanzhou economic integration were: First, it was difficult to control the land. The three cities develop according to their own plans and lack overall coordination. In particular, the construction of small towns in core areas is in a state of disorder and land use is extensive, which poses major hidden dangers to the future development of Changsha, Zhuzhou and Tan. Second, it is difficult to promote special projects. The work on the same fee for communications has been difficult to implement at the specific promotion level. The construction of the Zhuzhou and Xiangtan sections of the flood control landscape road along the river has made slow progress and failed to meet the expected goals. The follow-up work of public transportation integration faces certain difficulties. Third, it is difficult to coordinate work. Due to institutional reasons, it is more difficult for the provincial and mayoral Zhutan Offices to perform their coordination functions. There is still a large gap in the coordinated development of the three cities. 2. Key work in the next stage In the next step, we will focus on the following aspects: 1. Focus on institutional innovation. Strive for national approval to establish comprehensive supporting reform pilots, prepare overall reform plans and action plans, and carry out a series of publicity activities in a timely manner. A joint meeting of party and government leaders of the three cities was held in Zhuzhou, and efforts were made to form a coordinated and orderly structure at three levels: the joint meeting of party and government leaders, the offices of the three cities in Zhuzhou and Tan, and the special group. 2. Pay attention to planning and management. Actively strive for the National People's Congress to promulgate the "Regional Planning Regulations for the Changzhutan Urban Agglomeration" as soon as possible, and begin to study and propose specific implementation methods for the "Regional Planning for the Changzhutan Urban Agglomeration" and the "Xiangjiang Ecological Economic Zone Plan". 3. Grasp policy support. In conjunction with the construction of the Chang-Zhu-Tan National Comprehensive Reform Pilot Zone, we will promptly draft our province’s policy opinions to support the economic integration of the Chang-Zhu-Tan area and issue them within the year. 4. Focus on target assessment. According to the annual key work responsibilities division, the three cities and departments were urged to complete the 52 key tasks determined at the beginning of the year. At the same time, we will implement the "Environmental Co-Governance Plan" and the environmental access and exit policies for industrial development, and do a good job in annual assessments. 5. Focus on website construction. In accordance with the deployment of the leading group meeting, a unified external portal website for the economic integration of Changsha, Zhuzhou and Xiangtan will be built. 6. Conduct research on major issues. Strengthen research on major issues in the construction of the Changsha-Zhuzhou-Xiangtan urban agglomeration and provide reference opinions for leadership decision-making. Start the “3+5” research and planning work.
