4. The applicant for inspection of inbound containers shall apply to the inspection and quarantine agency at the entry port before going through customs declaration procedures. No container shall be picked up or unpacked without the permission of the inspection and quarantine agency.
5. When applying for outbound container inspection, the contract signed by the buyer and seller, letter of credit, packing and stowage list, and packing details should be provided.
6. Outbound containers should be reported to the local inspection and quarantine agency for inspection before loading. No shipment is allowed without the permission of the inspection and quarantine agency.
7. For cabins and containers carrying perishable food and frozen goods for export, the carrier or packing unit must apply for a fitness-for-load inspection before shipment. If the goods are not inspected and passed the inspection, they will not be allowed to be shipped.
8. Animal and plant quarantine on the surface of the container box mainly checks whether there are African giant snails and soil, etc., and implements epidemic prevention and disinfection on the surface of the container boxes coming from countries and regions where animal and plant infections are prevalent.
9. Containers coming from animal and plant epidemic areas, containing animals and plants, animal and plant products and other inspection and quarantine items, as well as containers containing plant packaging or bedding materials, should be subject to animal and plant quarantine. .
10. All inbound/outbound containers should be subject to health quarantine.
11. If the incoming container and the goods subject to inspection pass the inspection and quarantine, they will be allowed to be released; if they fail the inspection and quarantine, they will be dealt with according to relevant regulations.
12. Containers carrying waste raw materials imported with state approval shall be inspected and quarantined by the entry port inspection and quarantine agency.
13. Containers carrying animals and plants, animal and plant products and other inspection and quarantine items should be subject to animal and plant quarantine.
14. If ships, planes, and trains coming from animal and plant epidemic areas are found to contain animals, plants, animal and plant products, and other quarantine objects that are prohibited from entry, the port entry-exit inspection and quarantine agency must seal them Or destroy it.

17. When a vehicle loaded with animals arrives at the port, the port entry-exit inspection and quarantine agency shall take on-site preventive measures to monitor people who get on and off the vehicle or who are close to the animals, vehicles carrying animals and contaminated sites. 18. Article 4 of the Frontier Health and Quarantine Law of the People's Republic of China stipulates: means of transportation and transportation equipment for entry and exit, as well as luggage, goods, postal parcels and other items that may spread quarantine infectious diseases. 25.
