Causes:
1. The grounding knife is not in the breaking position. If the grounding knife is closed, the circuit breaker cannot be cranked in or out.
2. Check that the circuit breaker cannot be moved to the specified position. The specified position includes the test position and the working position.
3. There may be a problem with the mechanism of the circuit breaker handcart.
Function:
Able to close, carry and break current under normal circuit conditions and to close, carry and break current under abnormal circuit conditions within a specified time switchgear.
