A legal act has the following three characteristics: first, it is legal. Legal behavior is an important part of the phenomenon of law, and it is the behavior of people which is stipulated by law, has legal significance and can be evaluated by law, thus it is different from general social behavior. Second, sociality. As a human activity, legal act has social characteristics. Legal act is not an isolated act, but a form or an aspect of other social acts. Third, a legal act is an act that can be dominated by human will and has volitional nature. A legal act is an act carried out by a person and governed by his will. It reflects people's recognition of certain social values, the pursuit of certain interests and behavioral results, and the choice of certain activities.
