Encourage enterprises to take commissioned development, cooperative development and other forms to carry out Industry-University-Research cooperation with institutions of higher learning and scientific research institutions; Guide enterprises to realize the industrialization of intellectual property rights through independent implementation, transfer and licensing. Encourage and rely on all kinds of science and technology and industrial parks to establish demonstration bases for intellectual property industrialization, and support major projects and key industries to form core technologies and products with independent intellectual property rights. Article 15 The establishment, approval and acceptance of scientific research and development, technological transformation, high-tech industrialization and other projects supported by government financial funds shall be based on the intellectual property index system, and the quantity and quality of acquired intellectual property rights shall be taken as important considerations. The project application report or proposal shall specify the type, quantity and quality of the expected intellectual property rights of the project. The project acceptance shall evaluate the status of intellectual property rights according to the intellectual property rights objectives and tasks agreed in the project contract or plan task book. Article 16 The identification and evaluation of science and technology parks, software parks, pioneering parks, industrial parks, engineering centers, technology centers and key laboratories at or above the municipal level shall take the quantity and quality of intellectual property rights as an important consideration index.
Institutions of higher learning, scientific research institutes and other enterprises and institutions shall take the research results and application with independent intellectual property rights as an important basis for evaluating professional and technical titles.
