What are the provisions for patent fee relief after patent transfer?

The Measures for Reduction of Patent Fees stipulates that the applicant or patentee after the change shall resubmit the request for reduction of unpaid fees. Where a patent (application) is transferred, the fee requested by the original right holder is invalid because of the change of its right subject, and the new right holder shall go through the formalities of fee reduction again.
