Conditions for applying for the recognition of high-tech enterprises
1. Enterprises registered in China (excluding Hong Kong, Macao and Taiwan) have independent intellectual property rights on the core technologies of their main products (services) in the past three years through independent research and development, transfer, donation, merger and acquisition, or through exclusive licenses for more than five years;
2. Products (services) fall within the scope of eight high-tech fields supported by the state, such as electronic information technology, biology and new medical technology, aerospace technology, new material technology, high-tech service industry, new energy and energy-saving technology, resources and environmental technology, and high-tech transformation of traditional industries;
3. Scientific and technical personnel with college degree or above accounted for more than 30% of the total employees of the enterprise in that year, among which R&D personnel accounted for more than 10% of the total employees of the enterprise in that year;
4. In order to acquire new scientific and technological knowledge (excluding humanities and social sciences), creatively apply new scientific and technological knowledge, or substantially improve technology and products (services), enterprises continue to carry out research and development activities, and the proportion of total research and development expenses to total sales revenue in the last three fiscal years meets the following requirements:
(1) The proportion of enterprises with sales income of less than 50 million yuan in the latest year is not less than 6%;
(2) The proportion of enterprises with sales income of 50 million yuan to 200 million yuan in the latest year is not less than 4%;
(3) The proportion of enterprises with sales income of more than 200 million yuan in the previous year shall not be less than 3%.
Among them, the total R&D expenses incurred by enterprises in China are not less than 60% of the total R&D expenses. If the enterprise has been registered for less than three years, it shall be calculated according to the actual operating years;

The above conditions are graded by experts according to evaluation indicators and scoring standards, mainly including intellectual property rights, transformation ability of scientific and technological achievements, R&D organization and management level, and growth indicators, which are used to evaluate the innovation, business innovation and innovation achievements of enterprises using scientific and technological resources. The four indicators adopt the weighted scoring method, and must reach 70 points or above (excluding 70 points).

This index is used to evaluate the growth rate of net assets and sales revenue reflecting the business performance of enterprises. The specific calculation method is as follows:
Net assets growth rate = 1/2 (net assets at the end of the second year ÷ net assets at the end of the first year+net assets at the end of the third year ÷ net assets at the end of the second year)-1;
Net assets = total assets-total liabilities;
Total assets and total liabilities shall be subject to the final figures of the enterprise accounting statements certified by qualified intermediaries.
Sales growth rate = 1/2 (second year sales ÷ first year sales+third year sales ÷ second year sales)-1;
If the growth rate of enterprise's net assets or sales revenue is negative, it will be calculated as 0. If the net assets or sales revenue at the end of the first year are zero, it shall be calculated according to the last two years; If the net assets or sales income at the end of the second year is 0, it will be calculated as 0 points.
Compare the above two indicators with the following table (ABCDEF) to get a score, and add the two scores to calculate the comprehensive score of enterprise growth indicators.
Note: Total assets and sales are increasing every year. Only when the highest score is 20, the total score of high-tech enterprises is 100, and the score reaches 7 1, can it be passed.
Application process of applying for high-tech enterprises
(A) enterprise self-evaluation
Enterprises conduct self-assessment according to the "Identification Measures" and "Work Guide", and enterprises that meet the requirements prepare application materials according to the requirements of this notice.
(2) Enterprise registration
Enterprises that are not registered on the login platform of the "high-tech enterprise certification management network" need to register the unit users (legal persons) in the "government service platform of the Ministry of Science and Technology" and carry out real-name authentication, and properly keep the user name (i.e. unified social credit code) and password.
If the registered enterprise's registration information changes, it needs to log in to the "Government Service Platform of the Ministry of Science and Technology" to modify and improve the enterprise information before reporting. Enterprises that have forgotten their passwords can click "Forgot their passwords?" On the "user login" interface of the government service platform of the Ministry of Science and Technology. , follow the system prompts to retrieve the password.
(3) enterprise online declaration
Enterprises log on to the government service platform of the Ministry of Science and Technology, fill in the Application Form for the Identification of High-tech Enterprises as required under the interface of "Identification of High-tech Enterprises" (the identification agency on the cover of the declaration uniformly chooses "Provincial Office for the Identification of High-tech Enterprises"), and upload the necessary attachments (mainly uploading enterprise registration, intellectual property rights, employees and scientific and technological personnel, achievements transformation, high-tech products (services), annual financial audit report, special audit report, etc.).
Enterprises can choose to inform the commitment or not to inform the commitment to apply for a high amount. If an enterprise chooses to apply the notification commitment system, it can refer to the Notice of the Ministry of Science and Technology on the Implementation of the Notification Commitment System for the Identification of High-tech Enterprises (No.362 of the State Science and Technology Bureau [2021]) (Annex 4). If the enterprise chooses not to inform the commitment system, the applicant enterprise shall provide the certification materials required for related matters as required.
The application information filled in by the enterprise, the attachments uploaded by the enterprise and the commitments made by the enterprise must be true and effective. Otherwise, it will be considered that the materials submitted by the enterprise do not meet the requirements or the declaration is fraudulent, and the declaration qualification will be automatically lost.
(4) Submit paper materials
Paper application materials consist of application forms and attachment materials. The enterprise generates and prints the application for the recognition of high-tech enterprises through the network system, together with the relevant attachment certification materials, and binds them into volumes in sequence (see Annex 5 for the binding order and requirements of paper application materials).
The enterprise shall submit the paper application materials in duplicate to the Municipal Science and Technology Bureau (including the original 1 copy, the original is the application with the official seal of the enterprise and its attachments, and the special audit report is the original) and the electronic version of the Application Enterprise Information Form (Annex 6) (see Annex 7 for contact information). The materials submitted by the enterprise will not be returned, please bring your own files.
For classified enterprises, the application materials of high-tech enterprises must be decrypted first to ensure the security of classified information.
