Members of the collegial panel shall have no interest in both parties. The collegiate bench makes decisions according to the principle that the minority is subordinate to the majority, and major cases are decided through collective discussion. Within 1 month after filing the case, the collegial panel appoints two contractors to be responsible for investigation and evidence collection, and sends a copy of the request to the respondent, who makes a reply within 15 days from the date when the copy of the request is delivered.
