Can I apply for a patent without submitting the attached instructions?

Article 26 Law:

"To apply for a patent for invention or utility model, a request, specification, abstract, patent claim and other documents shall be submitted.

The specification shall give a clear and complete description of the invention or utility model, which shall be subject to the realization of the technical personnel in the technical field; Attached drawings shall be attached when necessary. The technical points of the invention or utility model shall be briefly explained ..... "

Therefore, the utility model does not provide instructions and abstract drawings, which does not violate the provisions of Articles 40, 44 and 53 of the Detailed Rules.

However, if the examiner thinks that your application documents are not fully disclosed, or there are descriptions of the attached drawings in the specification, but there are no drawings or some drawings are missing, you can deal with them accordingly in accordance with the above terms.
