In order to smoothly carry out the re-examination of high-tech enterprises in our province in 214, according to the Administrative Measures for the Accreditation of High-tech Enterprises (No.172 [28] of National Science and Technology Bureau, hereinafter referred to as the "Accreditation Measures") and "High-tech Enterprises" Combined with the work practice of high-tech enterprises in our province, the relevant matters are hereby notified as follows after the study by the Office of the Leading Group for the Certification and Management of High-tech Enterprises in Guangdong Province:
1. Schedule of application
This year, the review and application of high-tech enterprises will be accepted in two batches. All enterprises should select suitable application batches and submit application materials for review within the validity period of the high-quality qualification certificate. If they miss the time, they will not be able to fill in the application materials.
(I) Schedule of the first batch of application
The deadline for enterprises to submit online application materials on the "Sunshine Government Platform for Science and Technology Business Management in Guangdong Province" (website:/,hereinafter referred to as "Government Platform") is June 17, 214; The deadline for accepting paper application materials in the window is July 4, 214.
(II) Schedule of the second batch of application
The deadline for enterprises to submit online application materials on the "government platform" is July 25, 214; The deadline for accepting paper application materials at the window is August 15th, 214.
II. Conditions for application
(1) For the high-tech enterprise recognized in 211, the certificate is within the validity period and meets the relevant provisions of Article 1 of the Recognition Measures. Enterprises that were recognized in 28, 29 and 21 but failed to pass the review can no longer apply for review this year, and must re-apply for the recognition of high-tech enterprises according to the recognition procedures.
(2) If the name of a reexamined enterprise changes, an Application for Name Change of High-tech Enterprise shall be filled in on the "High-tech Enterprise Identification Management Work Network" (website:/,hereinafter referred to as "National High-tech Enterprise Work Network"), and the paper application materials for name change shall be submitted at the same time, and the reexamination application shall be conducted after the name change is completed.
iii. application procedures
(I) online registration
enterprises register through the "government platform" to obtain user names and passwords. When registering an enterprise, you need to fill in the basic information such as the name of the company, the organization code, the information of the manager of the company, the contact information of the competent department and the company. By default, the new registration unit uses the organization code as the login account of "government platform", and the organization code must be filled in accurately when registering an enterprise. Each enterprise can only register one account in the "government platform". Enterprises that have registered in the original Guangdong Science and Technology Business Integrated Management System do not need to re-register, and directly use the original user name and password to log in to the "government platform". Please refer to Annex 1 for the operating instructions for online registration.
(2) Fill in and submit the application materials for review
1. Fill in and improve the basic information of the unit. The enterprise logs in to the "government platform" with the account of the company administrator, and fills in the basic information of the company and the company financing information (if any) under the function menu of "System Management-Company Information Management".
2. Fill in the application form. In the module of "Application Management-Project Application-Fill in the Application for Review of High-tech Enterprises", fill in the review application information as required, upload the attachment materials one by one, and complete the online reporting.
3. Download and print the paper application form. After the application is completed, click the "Download PDF" button to download and print the PDF document of the reexamination application with the watermark number, and bind it with the relevant application certification materials and attachments, and submit it to the local science and technology management department.

iv. requirements of application materials
(I) contents of application materials
application materials are divided into two parts: online application materials and paper application materials.
1. Online application materials
Enterprises fill in relevant application information and upload attachment materials on the "government platform" according to the requirements of each module of high-level review. Online application materials must be consistent with paper application materials.
2. Paper application materials
According to the actual situation of the enterprise, the applicant enterprise shall bind the paper application materials in the following order:
(1) After the "government platform" is filled in, a watermarked Application for Review of High-tech Enterprises will be generated (download PDF).
(2) copy of business license, organization code certificate and tax registration certificate.
(3) screenshots of the query on the local tax system about the handling of enterprise individual income tax detailed declaration documents in June and December, 213 (just sum up the figures and affix the official seal of the enterprise).
(4) a copy of the annual enterprise income tax return (main table and table 1) for 211 ~ 213 with the acceptance seal of the competent tax authorities.
(5) the financial audit report of the enterprise in the last three fiscal years (including balance sheet, profit and profit distribution table, cash flow statement and notes, and the actual operating years if the actual years are less than three years).
(6) Intermediaries that are qualified and meet the relevant conditions in the Work Guidelines (see:/html/zwgk/tzgg/139779267379834177481293613.html for details; /HTML/zwgk/tzgg/13998839817782421924797776418.html； /html/zwgk/tzgg/13998839891-64558725157244.html) A special audit report on the research and development expenses of enterprises in the past three fiscal years (enterprises that have been operating for less than three years shall issue audit reports according to the actual year) and the income of high-tech products (services) in the last fiscal year.
(7) materials of research and development activities: project report, project approval, and project approval certificate of science and technology plan at or above the provincial level; Interim report; The closing report is related to the test and analysis report, project acceptance materials, published papers, test products and samples, product quality inspection report, etc.
(8) Intellectual property materials: intellectual property certificate (authorized), abstract published on the official website of the State Intellectual Property, intellectual property obtained through transfer, donation and merger and acquisition shall be provided with the change certificate issued by the relevant competent authorities, patent exclusive license contract (agreement) with a global exclusive license for more than 5 years, and filing and approval certification materials.
(9) certification materials for the transformation of scientific and technological achievements: the source of achievements can provide certification materials from patents, technical know-how, project approval certificates, etc.; The transformation results can provide materials from the aspects of production approval, proof of popularization and application of new products or technologies, product quality inspection report, etc.
(1) R&D organization and management level materials: R&D project establishment management, R&D investment accounting system, R&D institution construction and equipment and facilities, Industry-University-Research cooperation activities, R&D personnel assessment system, etc.
the attachment materials in (7) to (1) are provided by the enterprise according to the actual situation.
(II) Requirements for the preparation of application materials
1. After the "government platform" fills in the form, a watermarked Application for Review of High-tech Enterprises will be generated, which will be bound together with relevant annex materials, and various annex materials will be placed behind the application.
2. All paper application materials shall be bound in the specified order, and the total page number shall be compiled page by page, and the general catalogue of materials and the corresponding page number range shall be provided in each application material.
3. The paper application materials shall be bound in glue in triplicate, with one original and two copies.
V. Job Requirements
(1) The science and technology departments of various cities are responsible for the summary and recommendation of the application materials of enterprises. The science and technology departments of all localities and cities shall strictly check the contents of the application materials for enterprise review, and resolutely prevent and put an end to fraud. After receiving the enterprise application materials, the science and technology departments of various cities (cities in the Pearl River Delta extend to the county-level science and technology departments) shall organize relevant departments to verify the enterprise application information on the spot (for enterprises in high-tech zones, please ask the science and technology departments of high-tech zones to assist the science and technology departments of cities or counties to do a good job in enterprise verification), objectively record the problems found in the verification, and the science and technology departments of cities or counties fill out the preliminary verification opinion form (Annex 3) on the Internet, and together with the paper application materials of enterprises, first summarize them by the science and technology departments of cities and then send them to the provincial science and technology department for At the same time, fill in the declaration summary table (Annex 4), and send the electronic version to the working contact personnel of the High-tech Development and Industrialization Department of the Provincial Science and Technology Department through the "Provincial High-tech Identification Working Group".
(2) Science and technology departments at all levels should actively contact the local finance and taxation departments, strengthen the organization and coordination of the review work, organize and carry out the publicity work for the review of high-tech enterprises, and strengthen the guidance and service for the review work of enterprises.
(3) The reporting enterprise should not believe the promises made by various social intermediaries, but should be responsible for the authenticity of the reporting materials. If there is fraud, once it is discovered and verified, the office of the leading group for the management of high-tech enterprises in the province will cancel its accreditation in accordance with the relevant provisions of the Accreditation Measures, and will no longer accept the application for accreditation of the enterprise in the next five years.
