1, innovation investment is high, and the proportion of national R&D investment expenditure in GDP is generally above 2%;

3. Strong independent innovation ability, and the national dependence index on foreign technology is usually below 30%;
4. The innovation output is high, and the number of invention patents owned by about 20 globally recognized innovative countries accounts for 99% of the global total. Having an efficient national innovation system is the main symbol to distinguish innovative countries from non-innovative countries.
