Xiamen’s settlement policy from 2016
Five cancellations:
1. Starting from January 1, 2016, Xiamen will cancel the policy of settling down in Xiamen.
2. Adult children settle down with their parents
3. Grandparents settle down with their adult grandchildren
4. Underage grandchildren (Grandchildren) settle down with their grandparents (maternal grandparents)
5. Daughters-in-law settle down with their parents-in-law, and sons-in-law settle down with their parents-in-law.
Four restrictions:
1. For couples seeking refuge, the age requirements for marriage and settlement in Xiamen will be increased. (5 years on the island, 3 years outside the island)
2. The age requirements for underage children to join their parents are increased for marriage and settlement in Xiamen. (5 years on the island, 3 years outside the island)
3. The age, housing, family planning review, marriage and years of settlement in Xiamen for adult children of the father (mother) will be increased. (5 years on the island, 3 years outside the island)
4. From Jimei District, Haicang District, Tong'an District, and Xiang'an District outside the island, couples move in, minor children move in with their parents, and parents move in with their adult children. For those who live in Siming District or Huli District on the island, the requirements for age, housing, family planning review, marriage and years of settlement in Xiamen are consistent with those for immigrants from outside the city.
In addition, there is another settlement situation that meets the five conditions at the same time, and other settlement methods.
1. Meet 5 conditions at the same time
1. Hold Xiamen City's "Temporary Residence Permit" or "Residence Permit" for at least 5 consecutive years (8 years within the island and 8 years outside the island) 5 years)
2. Participate in Xiamen’s social pension insurance for 5 consecutive years
3. Have a fixed occupation and sign a labor contract registered with the labor and social security department
4. A residence with a house ownership certificate (renting is not counted)
5. No criminal record or violation of family planning policies.
Note: If there are interruptions in applying for the certificate after 5 or 8 years of application, the total interruption time cannot exceed 3 months. This period of time is determined and certified by the Household Registration Division of the Xiamen Municipal Public Security Bureau. For those outside the island, the household registration department of each public security bureau outside the island will identify and issue a certificate.
2. Commendatory settlement
Won the honorary titles of "Bravely Acting as an Advanced Element" or "Bravely Acting as a Hero" in Xiamen, "Top Ten (Outstanding) Young Migrant Workers in Xiamen", " "Top Ten (Outstanding) Foreign Female Employees in the City" or won the "May 1st Labor Medal", "Model Worker", and "Significant Science and Technology Contribution Award" at or above the municipal level in Xiamen.
Note: These municipal honors must be obtained in Xiamen, or be national honors. Honorary titles obtained in other cities cannot be settled in Xiamen; to obtain the above honorary titles, apart from myself, my spouse and future Adult children can also settle together.
3. Graduates’ settlement
1. Graduates with bachelor’s degree or above (including bachelor’s degree).
2. Applicants must be professionally matched, and the majors studied are urgently needed in Xiamen. Fresh college graduates from general colleges and universities in shortage majors (submit for approval before June 10 of the current year).
3. Fresh graduates from general colleges and universities accepted by enterprises outside Xiamen Island, whose majors correspond to the industrial development direction of Xiamen City and the main business of the unit, and who have signed an employment contract with the employer for more than three years. Graduates (submit for approval before September 30 of the current year).
4. Graduates from ordinary colleges and universities who have achieved inventions, technological reforms, product patents and other achievements recognized by provincial and municipal-level technology and patent departments or who have received comprehensive awards at provincial or ministerial levels. .
5. One or both parents come from Xiamen to support border areas or mountainous area construction.
6. Children of educated youth in Xiamen.
4. Talent settlement
Key talents can apply for settlement through enterprises. Personal requirements:
1. Have senior professional titles (including senior technicians) and be within the legal age limit Retirement age is more than 10 years; have an intermediate professional title (including technician) or have a university education (college degree), and be more than 15 years away from the legal retirement age.
2. Have a legal fixed residence (rented house also counts)
Enterprise requirements:
Invest and establish enterprises in Siming District and Huli District, from Starting from 2003, if the annual actual tax payment is more than 300,000 yuan; if the annual actual tax payment of establishing a high-tech enterprise or scientific research unit is more than 200,000 yuan, 3 people can move into the household registration at one time. Investment and establishment of enterprises in Jimei District, Haicang District, Tong'an District, and Xiang'an District, starting from 2003, the annual actual tax amount will be more than 150,000 yuan, and the annual establishment of high-tech enterprises and scientific research units will be If the actual tax amount is more than 100,000 yuan, three people can move into the household registration at one time. For every increase of more than 100,000 yuan in actual annual tax payment, the number of immigrants will increase by one person.
Note: Legally fixed residences refer to: 1. Houses that residents own in accordance with the law; 2. 5. Affiliation of collective households
