Students in school submit the documents of patent application fee reduction and exemption.

Article 98 of the Detailed Rules for the Implementation of the Patent Law stipulates that if the applicant or patentee has difficulty in paying the patent fee, he may request the patent administration department of the State Council to reduce or postpone the payment. At present, the development momentum of campus inventions in China is good, and the enthusiasm of college students for invention and creation is growing. The expenses incurred when applying for a patent are mainly composed of two parts, one part is the prescribed fee charged by the state when applying for a patent, and the other part is the patent agency fee paid to the patent agency if the patent agent needs to provide professional patent agency services when the students lack professional knowledge in patent application.

In view of the problem that the burden of patent application for certain difficult groups, including students, is too heavy, our bureau attaches great importance to it and has formulated the Measures for the Reduction and Exemption of Patent Fees. According to the relevant provisions of the Measures for the Reduction and Exemption of Patent Fees, an individual applicant may request a deferral of 85% of the application fee, the examination fee for the application for a patent for invention and the annual fee. The implementation of patent fee reduction and exemption measures has achieved good economic and social effects in cultivating students' innovative consciousness and skills, encouraging students to invent and create, promoting scientific and technological progress, and enhancing China's independent innovation ability.

In view of the practical difficulties for students to pay patent agency fees when applying for patents, according to the spirit of the State Council's instructions on establishing an agency assistance system, we are actively seeking the support of the central government, and strive to mobilize all social forces to effectively solve this problem by establishing a patent agency assistance system nationwide.
