After the Qin Dynasty, rugged roads in Luonan were all over the mountains and fields, and ancient roads reached all places. However, due to the heavy mountains and rivers, it was not convenient for boats and vehicles. Transportation relied on manpower and animal power. There were no major changes until the Republic of China. In 1949, the length of domestic roads open to traffic was only 18 kilometers. After the founding of the People's Republic of China, the people's government carried out highway construction through various methods such as state investment, public labor, and work-for-relief.

In 1976, all communes were connected to roads, and Hong (Menhe) Arrow (Ganling) Road was rebuilt successively, and Luo (Nan) Hua (County) Road and Jing (Village) Dan (Feng) Road were built. Road, Shang (Prefecture) Luo (South) Road and other provincial, prefecture and county-level roads and a number of township and village roads.

At the end of 1994, Luonan County had 71 roads, totaling 747.3 kilometers, and 93 bridges. A "well"-shaped road network centered on the county seat was basically formed.

In 2010, the added value of the transportation, warehousing and postal industries in Luonan County was 127 million yuan, an increase of 10.6% over the previous year. There are 34,311 motor vehicles in Luonan County. Among them, there are 2,853 cars, 31,441 motorcycles and 17 others. As of 2016, the intersection of provincial highways S307, S202 and Luoshang Expressway has been formed.

On the morning of August 14, 2012, Luoshang Expressway and Xishang Second Expressway were opened to traffic at the same time, ending the history of Luonan County not being able to access expressways.

Yu-Shang Expressway (Shangzhou-Luonan Section): The Luoshang Expressway, with a total length of 12.6 kilometers, officially started construction in 2010, and was completed with Xishang on the morning of August 14, 2012 The second-line expressway was opened to traffic at the same time. The completion and opening of the line officially declares that Luonan County has ended its history of not having access to expressways, bringing Luonan into Xi'an's one-hour economic circle. It will play a role in Luonan County's full integration into the Guantian Economic Zone, optimizing the regional economic layout, and accelerating the first breakthrough development. The positive promotion effect is that Shangluo is the first in the province to realize county-county expressway connectivity and has become a highway-intensive area in the province. The design speed is between 80 and 120 kilometers per hour. In 1950, there were only 4 professional and technical personnel in Luonan County, and in 1960, the number reached 849.

From 1980 to 1983, 142 medical staff were promoted to professional and technical titles, of which 10 were promoted to attending physicians, 38 to physicians, and 94 to medical doctors.

At the end of 1994, there were 1,032 medical personnel on staff in Luonan County, including 873 professional and technical personnel, accounting for 84.7% of the total number. Among these technical staff, there are 1 chief physician, 10 deputy chief physicians: 155, 650 with intermediate professional titles, and 54 other technical staff.

In 2010, Luonan County had 28 hospitals and health centers; 877 beds in hospitals and health centers; 1,334 health technicians in hospitals and health centers, including 494 doctors; and 28 health and epidemic prevention personnel; The mortality rate of children under 5 years old is 5‰, and the infant mortality rate is 4.9‰; the proportion of maternal delivery in hospital is 99.8%. In 1964, there were 243 scientific and technical personnel of various types.

In 1994, the number of various professional and technical personnel in Luonan County increased from 986 in 1979 to 6,831, an increase of 5.9 times. The average number of scientific and technological personnel per 10,000 people increased from 25.6 to 151.8.

In 2010, Luonan County had 7,556 professional and technical personnel, including 2,288 agricultural technicians; 39 agricultural science and technology and service units; and 29 patent applications throughout the year.
