Generally, administrative review can be withdrawn by stating the reasons.

Article 25 If the applicant requests to withdraw the administrative review application before the administrative review decision is made, the applicant may withdraw the administrative review application after explaining the reasons; Withdrawal of the administrative review application , the administrative review is terminated.
"Regulations for the Implementation of the Administrative Reconsideration Law"
Article 38: If an applicant voluntarily withdraws an application for administrative review before the administrative review decision is made, it may be withdrawn with the consent of the administrative review agency.
If the applicant withdraws his application for administrative review, he shall not file another application for administrative review based on the same facts and reasons. However, this is excepted if the applicant can prove that withdrawing the application for administrative review violates his true intention.
