Is the professional title evaluation system reasonable?

On September 18, the Hunan Provincial Department of Human Resources and Social Security issued the Notice on Doing a Good Job in the Evaluation of Professional Titles in 20 17 (hereinafter referred to as the Notice), making it clear that from 20 17 onwards, those who apply for intermediate or below professional titles are not required to be proficient in foreign languages and computers, and employers can make other regulations according to the post characteristics when hiring.

At the same time, the notice pointed out that foreign languages and computer skills are not uniformly required for those who apply for senior titles, and they are not necessary conditions, and the evaluation agencies independently give certain evaluation weights or quantitative scores. Professional and technical personnel working in hard and remote areas and grass-roots front-line areas, as well as series (specialties) and posts with low requirements for foreign languages and computer skills, shall be announced by the corresponding evaluation institutions before mid-June 10 after being reported to the Provincial People's Social Welfare Department for the record, and no professional titles are required for foreign languages and computer application ability.

In addition, the participation of professional and technical personnel in continuing education is not a necessary condition to declare the participating titles, but it should be an important condition to declare and evaluate the qualifications at the next higher level. The accreditation body shall, according to the needs, evaluate the continuing education of the participants in the past five years in the evaluation of senior professional titles (including 4 years for those who have obtained a master's degree and 2 years for those who have obtained a doctorate).

The "Notice" clarifies that series (majors) without positive senior titles can set positive senior titles. In 20 17, the centralized submission time of application materials for senior professional titles in the whole province was1October 29th to 30th1.30 (including the deadline for receiving application materials). Professional and technical personnel who reach retirement age before 1. 1.30 will no longer submit application materials for professional titles and will not be accepted to participate in the evaluation and engagement. Personal application materials are valid until165438+1October 28th (inclusive), and subsequent academic certificates, papers, works (the date on the copyright page), award-winning certificates, invention patent certificates, achievements, etc. It will not be used as an effective material for the evaluation of 20 17 senior titles.

The evaluation of professional titles implements a "one-vote veto" on academic fraud. Any professional title obtained through fraud, concealment and distortion of the truth, false reporting of relevant information, black-box operation, improper procedures, etc. will be revoked, and the responsibility of the responsible person will be seriously investigated.
