Foreign priority has nothing to do with the status of patent application, but only with the date of filing, that is, within 12 months from the date of filing. The reason is: after claiming this foreign priority, it will not have any influence on the examination of domestic patent applications.
Domestic priority is related to the status of patents. If the prior patent application has been authorized, it will not be the basis of priority.
