The Science Park of Sichuan University has established an administrative resource support system to provide campus backbone, scientific research equipment, conference center, experimental facilities, information resources, science and technology salon and water and electricity services for enterprises entering the park. The Park has a comprehensive service center for investment certification, and the departments of industry and commerce, taxation, banking, insurance, planning, foreign trade, urban construction, land, environmental protection, technical supervision and law have offices in the Park to provide "one-stop" services for enterprises. The specialized science and technology intermediary service in the park has the functions of factor gathering, innovative service and bridge. At present, the Science Park has attracted various intermediaries such as law, accounting, auditing, evaluation, patent, talent exchange, technology transfer and transaction, marketing, advertising and so on, providing management consulting, strategic design, market planning, international marketing and other services for enterprises, creating a low-cost entrepreneurial environment, and effectively reducing the entrepreneurial costs and operational risks of scientific and technological enterprises and scientific and technological personnel.
Financial (investment and financing) services
Sichuan University Science Park is establishing and improving the financial database of science and technology enterprises and the interactive platform between banks and enterprises, dynamically grasping the investment and financing needs and methods of enterprises, and encouraging enterprises in the park to establish long-term and stable cooperative relations with financial institutions. The good cooperative relationship between the Science Park and banks, insurance companies, securities companies, venture capital companies and other financial institutions provides the backing of funds, technology and talents for the construction of the park and the development of enterprises entering the park. At the same time, the Science Park has vigorously promoted the construction of the capital market, used domestic and foreign securities markets and property rights trading markets to raise funds for enterprises entering the park, supported key enterprises to issue bonds on the market, and established a listing service system for science and technology enterprises in the park. At present, Sichuan Chuanda Zhisheng Software Co., Ltd., a park enterprise, has been successfully listed on the Shenzhen Stock Exchange, and a number of enterprises such as Sichuan Chuanda Huaxi Pharmaceutical Co., Ltd. will be listed soon.
Science and technology project support service
In May, 2006, Sichuan University Science Park applied to be the innovation fund service organization of small and medium-sized scientific and technological enterprises in Sichuan Province, providing services for enterprises to declare innovation funds. In 2007, * * * announced the establishment of "Sichuan Footwear Market Innovation Alliance" and established Chengdu Footwear Technology R&D and Design Service Platform to provide services to enhance the overall competitiveness of Sichuan Footwear Industry. In July 2007, the Ministry of Education applied for a patent workstation, which was successfully approved by the State Patent Office and became one of the first national university science parks to set up a patent workstation. Provide more convenient services for enterprises to declare patents.
In terms of project funds, the Science Park raised more than 30 million yuan of seed funds through various forms, and the school also allocated 3 million yuan to set up an achievement incubation fund in the Science Park. So far, the seed fund has funded 87 projects, 54 of which have been successfully transformed; Incubation fund supports 42 incubation projects, including 3 projects supported by the National Innovation Fund for Small and Medium-sized Enterprises/KLOC-0, and the amount of state funding is more than 8 million yuan. There are four national industrialization projects and innovation projects.
