3.2 Key personnel of the enterprise
(1) There shall be no less than 8 registered construction engineers in highway engineering.
(2) The technical person in charge has more than 6 years experience in technical management of engineering construction, and has the intermediate title or above of highway engineering related major or the qualification of registered construction engineer of highway engineering major; There shall be no less than 15 people with intermediate or above titles in highway engineering related majors.
(3) There are not less than 8 on-site management personnel with certificates, and the builder, safety officer, cost engineer and other personnel are complete.
(4) There shall be no less than 15 skilled workers with intermediate level or above who have passed the examination or training.
(5) The technical director (or registered construction engineer) shall preside over the completion of at least two engineering achievements required by the Class II and above standards of this category.
3.3 Technical equipment
Has the following mechanical equipment:
(1) 1 asphalt concrete mixing equipment with a capacity of over 000 tons/hour;
(2) 1 cement concrete mixing equipment with capacity of more than 50 cubic meters/hour;
(3) 2 sets of asphalt concrete paving equipment with paving width greater than 4.5m;
(4) 5 rollers of 8 tons and above;
(5) 2 excavators1m3;
(6) 2 motor graders above120kw;
(7) 1 crane with lifting capacity of more than 30 tons.
Enterprises applying for qualification shall provide the Application Form for Qualification of Construction Enterprises (including electronic documents) and corresponding attachments, which shall be bound in the following order:
(a) Comprehensive information (Volume I):
1, a copy of the business license of the enterprise as a legal person;
2. Original and photocopy of enterprise qualification certificate;
3. Articles of association;
4, the enterprise nearly three years of construction statistics;
5. The audited financial statements of the enterprise in the last three years;
6. The certificate and identity certificate of the legal representative of the enterprise;
7. The identity certificate, professional title certificate, employment documents and relevant qualification standards of the enterprise manager and technical and financial person in charge representing the project performance;
8. If there are requirements for equipment and workshop, relevant certificates such as equipment purchase invoice or lease contract, house property certificate or workshop lease contract, and other materials required by relevant qualification standards shall be provided.
9, enterprise safety production license (labor subcontracting enterprises, concrete precast enterprises, ready-mixed commercial concrete and other enterprises can not provide)
10, to apply for special qualification, in addition to the above materials, you should also provide:
(1) bank credit certificate of the enterprise in recent three years;
(two) the enterprise has handed in the construction business tax receipt or overseas project settlement certificate in the past three years;
(three) the certificate or valid approval document of the enterprise technology (R&D) center or sub-center at or above the provincial level;
(4) National construction method appraisal documents and patent technology appraisal certificates;
(5) copy of the notice (or order) of the national science and technology progress award certificate or the national and industrial standards for engineering construction edited by the editor, cover, catalogue, preface and introduction.
Among them, the enterprise applying for qualification for the first time does not need to provide the materials mentioned in items 2, 4, 5 and 9 above, but should provide the documents of enterprise safety production management system.
(2) personnel data (Volume II):
1, the identity certificate and registration certificate of the registered personnel listed in the application form for qualification of construction enterprises;
2. Professional title certificate, identity certificate and endowment insurance certificate of unregistered professional and technical personnel required by the qualification standards of construction enterprises;
3. Some qualification standards require enterprises to have professional title certificates, identity certificates and endowment insurance certificates of special professional and technical personnel, and should also provide corresponding certificates and certification materials that reflect the specialty;
4. The subcontracting enterprise shall provide the post certificates and identity certificates of the personnel required by the standards.
(3) Engineering performance data (not provided when applying for the lowest level qualification) (Volume III):
1, engineering contract, bid-winning notice;
2, in line with the provisions of the state completion acceptance list (record) or quality inspection data;
3, the above information can not reflect the technical indicators, but also provide engineering photos, drawings, project final accounts, etc. Reflect the requirements of technical indicators.
(4) Where an enterprise applies for restructuring, division or merger and needs to re-approve its qualification, it shall provide the following materials in addition to the above materials (included in the first volume of comprehensive materials):
1, enterprise reorganization, division and merger plan (including the division of assets, personnel and project performance between the new enterprise and the original enterprise);
2, enterprise restructuring, division, merger approval documents or resolutions of the shareholders' meeting or workers' congress;
3, enterprise restructuring, division should provide the financial statements and statistical statements of the enterprise in the first three years of restructuring and division;
4, enterprise merger should provide the financial statements and statistical statements of each enterprise in the three years before the merger and the latest consolidated statements;
5. A capital verification report issued by an accounting firm.
(five) qualification certificate renewal information:

(6) Where an enterprise with engineering design qualification applies for the same or similar category of construction enterprise qualification for the first time, all the materials listed in the first application shall be provided in the application materials, and all the materials required in the above Article (3) shall be provided in the application materials for the lowest level of construction general contracting qualification.

Enterprises should apply to the provincial construction administrative examination and approval office and submit the following materials:

3. Original and photocopy of the original qualification certificate of the enterprise;
4. Resolutions or documents of the shareholders' meeting or the board of directors on changes.
(8) Where an enterprise with the qualifications specified in Article 9 of the Regulations on the Administration of Qualification of Construction Enterprises applies for the change of land for industrial and commercial registration across provinces, autonomous regions and municipalities directly under the Central Government, it shall apply to the competent construction department of the people's government of the province, autonomous region or municipality directly under the Central Government where it is newly registered, and submit the following materials:
1. Written opinions of the construction departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government in industrial and commercial registration;
2. The original and photocopy of the cancellation certificate of the original business license before the change and the new business license after the change;
3. All materials for applying for qualification for the first time.
If the name of the enterprise in the qualification certificate changes, the provincial construction department shall submit the accepted application materials to the Ministry of Construction for handling.
(9) Information requirements
1. Construction enterprise qualification application form in quadruplicate with one attachment. Involving the qualifications of railway, transportation, water conservancy, information industry, civil aviation and other professional departments, each professional department shall add 2 copies of the Application Form for Qualification of Construction Enterprises and the attached materials 1 set.
2, the qualification acceptance authority is responsible for checking the original information provided by the enterprise, the original kept by the enterprise. After the formal acceptance by the qualification licensing authority, all materials shall not be replaced, modified or returned.
If the competent department at a higher level has doubts about the application materials of the enterprise, the enterprise shall provide the original relevant materials and cooperate with the relevant departments to conduct on-the-spot investigation when necessary.
3. The attached materials are arranged and bound in the order of "comprehensive materials, personnel materials and engineering performance materials", with A4(2 10×297mm) paper as the general catalogue, with page numbers and instructions for use. It is recommended to use soft cover and back cover, and write page numbers page by page.
The materials declared by the enterprise must be in Chinese. If the original materials are in other languages, they must be accompanied by Chinese translation and accurately translated.
4. The application materials must be complete in data, standardized in filling in the form, complete in seal and legible in handwriting, and the copies must be legible.
If an enterprise loses its qualification certificate, it may apply for a replacement. The following information should be provided:
