(4) Formulate the national patent work development plan, formulate patent work plans, review and approve special work plans, be responsible for the construction of the national patent information disclosure service system, and work with relevant departments to promote the dissemination and utilization of patent information, Responsible for patent statistics.
(5) Formulate standards for the determination of exclusive rights to patents and integrated circuit layout designs, and designate institutions to manage the confirmation of rights. Formulate standards for judging infringement of exclusive rights in patents and integrated circuit layout designs. Formulate policies and measures for the development and supervision of the patent agency intermediary service system.
(6) Organize and carry out publicity and popularization of patent laws, regulations and policies, and organize and formulate education and training plans related to intellectual property rights in accordance with regulations.
