(2) Projects that are wholly or partially invested with state-owned funds or financed by the state;
(3) Projects using loans or aid funds from international organizations or foreign governments;
(four) the scope of other bidding projects is stipulated by law or the State Council, in accordance with its provisions.
Housing construction and municipal infrastructure projects (hereinafter referred to as projects), the estimated price of a single construction contract is more than 2 million yuan, or the total investment of the project is more than 30 million yuan, and bidding must be carried out. If the consulting fee is more than 500,000 yuan, bidding must be conducted.
2. According to Article 12 of the Measures for Tendering and Bidding of Construction Projects, which was implemented in May 2003, construction projects that need to be examined and approved may not be subject to construction bidding with the approval of the development planning department of the State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government:
(1) involving national security, state secrets or emergency rescue and disaster relief, which is not suitable for bidding;
(2) Belonging to the use of poverty alleviation funds to implement work-for-work relief, which requires the use of migrant workers;
(3) The main construction technology adopts specific patents or special technologies;
