What's the difference between the industrial and commercial bureau and the market supervision bureau?

The Administration for Industry and Commerce is the government department in charge of market supervision and administrative law enforcement. According to the Notice of the State Council on the Establishment of Institutions (Guo Fa [2008] 1 1), the State Administration for Industry and Commerce (ministerial level) is an institution directly under the State Council.

The Market Supervision Administration was established in August 2009 with the approval of the Central Editorial Committee and the Guangdong Provincial Party Committee and Provincial Government, and was established as an administrative organ in the Institutional Reform Plan of Shenzhen Municipal People's Government. After the institutional reform, Shenzhen Municipal Market Supervision Administration has become the second largest department in Shenzhen after the Public Security Bureau, and its supervision responsibilities cover the responsibilities of the original industrial and commercial administration, quality and technical supervision, intellectual property rights (trademarks, patents, copyrights), price, catering supervision (other areas belong to the functions of the Food and Drug Administration or the Health Bureau), and alcoholic products supervision.
