(1) If the application for starting a business in Xi 'an is recognized as top talents at home and abroad, national leading talents (Class B talents) and local leading talents, the paid-in cash contribution of the established enterprise shall be no less than 5 million yuan, 3 million yuan and 1 10,000 yuan respectively, and the talents themselves shall be the legal representative of the enterprise, the chairman of the board of directors or shareholders with more than 30% equity (or the paid-in capital of top talents at home and abroad shall not be less than)
(2) flexible introduction, need to sign a service agreement with the employer for more than 3 years, and work in the employer for not less than 3 months each year. Those who apply for confirmation as high-level talents in the field of enterprise management, in addition to meeting the corresponding standards, must also have an annual income of more than 6 times the average salary of employees in urban units in our city in the previous year or pay personal income tax of more than 80,000 yuan in the previous year; Those who apply for confirmation as local leading talents in the field of enterprise management, in addition to meeting the corresponding standards, must also have an annual income of more than four times the average salary of employees in urban units in our city last year or pay personal income tax of more than 50,000 yuan last year.

Second, the application process
(1) individual application. Individuals apply to their units, fill in the Application Form for the Recognition of Xi High-level Talents, and provide relevant supporting materials.
(2) preliminary examination. The applicant's unit shall review all the conditions of the applicant, and if it meets the requirements, it shall be submitted to the competent department for preliminary examination together with relevant certification materials after adding recommendation opinions to its application form. High-level talents introduced and trained by municipal enterprises, institutions and social organizations shall be reported to the corresponding municipal administrative department by the unit where the talents belong; High-level talents introduced by non-public enterprises shall be reported to the personnel department of the district, county and development zone where they are located. To reach the corresponding level, the competent department shall make suggestions and report to the municipal talent office.
(3) Examination and approval of publicity. The Talent Office of the Municipal Party Committee organizes a comprehensive review of the candidates, and produces a list of high-level talents, which will be publicized to the public after being studied and determined by the Leading Group for Talent Work of the Municipal Party Committee. The publicity period is 5 working days.
(4) authentication and warehousing. After publicity without objection, the "Confirmation Letter of Xi High-level Talents" will be issued by the Municipal Talent Office. Confirm that talents are included in the city's high-level talent information database in time.
