First, when an application for a patent for invention is urgent, it pays a certain fee, requests the State Council, the examination committee or the agency to issue a patent evaluation report on the patent under application, and then submits the report to the examiner, thus saving the examination time of the examiner and speeding up the application process; Second, in disputes involving patent rights, at the request of the court or litigant, the patent stability of the authorized patent is evaluated, a patent evaluation report is issued to judge the stability of the patent right, and the court or administrative law enforcement department makes a judicial or administrative judgment.
