If the applicant or patentee requests patent fee reduction, he or she shall submit a request for fee reduction and attach relevant supporting documents when necessary. The request for fee reduction shall be signed or sealed by all applicants or patentees.
(1) If an individual requests patent fee reduction, he or she shall truthfully fill in his or her annual income in the request for fee reduction. If necessary, the patent management work of the people's government at or above the municipal level shall be provided according to the requirements of the Patent Office. A certificate issued by the department regarding their financial difficulties.
(2) If two or more individuals*** jointly request patent fee reduction, the annual income of each person shall be truthfully filled in the request for fee reduction. If necessary, the annual income of each person shall be filled in according to the Patent Office's request. If required, provide proof of financial difficulties issued by the patent management department of the people's government at or above the municipal level.
(3) If an unit requests patent fee reduction, it shall truthfully fill in the economic difficulties in the request for fee reduction, and attach a certificate issued by the patent management department of the people's government at or above the municipal level.
(4) If an individual and an employer jointly request patent fee reduction, the individual shall truthfully fill in his/her annual income in the fee reduction request, and the unit shall truthfully fill in the financial difficulties and attach the Certificate issued by the patent management department of the people's government at or above the municipal level.
The certificate issued by the patent management department of the people's government at or above the municipal level shall state the nature of the unit requesting patent fee reduction, whether it is an enterprise, an institution, or an agency group, and explain its economic difficulties.
