Legal analysis: Newly introduced full-time people with master’s degree or above, as well as returned overseas students with master’s degree or above recognized by the Ministry of Education, are 30,000 yuan per person for master’s degree and 50,000 yuan per person for doctorate degree. Yuan is provided with living allowance. According to preliminary understanding, this subsidy standard is the highest among similar cities in the country. The living subsidy for newly introduced talents will greatly enhance our city’s attractiveness to highly educated talents, and provide a solid talent guarantee for our city to accelerate the strategy of strengthening the city with talents and build a “five major development” demonstration city. According to previous data calculations, about 3,500 people in our city are expected to enjoy the living allowance for newly introduced talents every year.
Legal basis: "Xiamen City Interim Provisions on Talent Introduction" The talents introduced in Article 5 mainly include:
(1) Academicians of the Chinese Academy of Sciences, the Chinese Academy of Engineering, and the "Changjiang Scholars Award Program" Distinguished professors, winners of the "Outstanding Youth Fund", and candidates for the "Hundred Talents Program" of the Chinese Academy of Sciences (or personnel of equivalent levels, the same below);
(2) Candidates for the "Cross-Century Talents Training Program", National-level candidates and doctoral supervisors for the "New Century Talents Project" are generally not more than 50 years old;
(3) Professors and postdoctoral graduates are generally not more than 45 years old;
