An enterprise with national intellectual property advantages refers to an enterprise with independent intellectual property rights that can undertake major and key industrial development projects in the industrial fields with national and local key development. These enterprises have actively carried out the protection and application of intellectual property rights and established a sound intellectual property management system and mechanism.
Selection criteria of national intellectual property demonstration enterprises
1, years of establishment and stability of the enterprise
Enterprises should be established for three years, and have a stable R&D team and an intellectual property management system to ensure their continuous innovation ability.
2. Quantity and quality of intellectual property rights
The total number of patents granted by enterprises in recent three years should be no less than 50, of which the number of invention patents granted should be no less than 10. Enterprises should also have at least 10 core intellectual property rights such as software copyright or exclusive right of integrated circuit layout design.
3. Intellectual property strategy and management
Enterprises should formulate and implement intellectual property strategies, establish and improve intellectual property management systems, and equip professional intellectual property management personnel.
4. Science and technology awards and cooperation with Industry-University-Research.
In the past three years, the enterprise should have won at least 1 national science and technology award, or two provincial and ministerial science and technology awards, or 1 national science and technology progress award. At the same time, enterprises should have the ability to cooperate with Industry-University-Research, and can cooperate with universities and scientific research institutions to carry out technological innovation and the creation and application of intellectual property rights.
5. Integrity management and standardization
Enterprises should have high integrity and standardized management capabilities, and have no major violations of laws and regulations in the past three years, such as infringement of intellectual property rights of others.
6. Intellectual property operation and planning
Enterprises should actively carry out the operation of intellectual property rights and make clear plans and implementation plans for the use of intellectual property rights such as patents, trademarks and copyrights.
7, comprehensive evaluation and scoring
China National Intellectual Property Administration will make a comprehensive evaluation of the conditions of the declared enterprises, and the evaluation results will be divided into four grades: excellent, good, qualified and unqualified, mainly according to the enterprise's intellectual property creation ability, management ability, technological innovation ability and achievement transformation ability, and intellectual property protection.
