Why not develop desktop CPU when ARM is so strong?

In the 1990s, ARM's performance was flat, and processor shipments stagnated. Due to the lack of funds, ARM made a far-reaching decision: no longer manufacture chips, but only authorize the design scheme of chips to other companies for production. It is this model that finally makes ARM chips blossom everywhere, and puts Intel Corporation with closed design in the "people's war" in the sea of Wang Yang.

The advantage of the ARM commodity model is that it has more than 100 partners in the world. ARM is a design company, and it doesn't produce chips. Using the transfer licensing system, the chip is produced by the partner.

As can be seen from the above, 1. ARM doesn't have its own production line. Second, ARM only transfers technology to achieve cooperation with other partners. Therefore, ARM only receives ready-made benefits and can be a shopkeeper, because the production and manufacturing costs are all on other partners. Both of these points indicate that ARM has no strength to produce and sell itself at present.
