What does "*** and politics" mean in the Zhou Dynasty?

Refers to the regime during the fourteen years (841 BC to 828 BC) after King Zhou Li and before King Zhou Xuan. There are two theories, one is that Zhao Mu Gong and Zhou Dinggong were in power together, and they were called ***he; the other is that ***he was in power. King Hu of Zhou Li was tyrannical and arrogant, favoring the eldest father of Guo Gong, Rongyi Gong and other sycophants. The doctor Rui Liangfu once advised him, pointing out that Duke Rongyi's "patents" (products of occupying land and mountains) would lead to catastrophe, but King Li refused to listen, and finally made Duke Rongyi a minister and used him in power. Rui Liangfu also warned the ministers in power not to "exclusively assert authority", otherwise the people of the country would "become a trouble to the king", but no results were obtained. The people of the country were dissatisfied with King Li and "slandered the king". King Li was furious and ordered the shamans who defended the country to monitor the people and kill those who "slandered" them. This made the princes resentful and refused to go to court, and the people did not dare to discuss political affairs. The minister summoned Mu Gonghu to remonstrate and pointed out that "it is better to guard the people's mouth than to keep water out", but King Li still refused to listen. After three years, the people of the country rebelled in anger and attacked King Li. King Li fled to Zhi (now Huo County, Shanxi). The prince was hiding in Duke Zhao Mu's house and was surrounded by his countrymen. Duke Zhao replaced him with his own son, so that the prince could escape the danger.

After King Li fled, the ministers summoned Duke Mu and Duke Zhou Dinggong to share the administration, with the title of ***he. The first year of Emperor He's reign (841 BC) was the beginning of precise chronology in ancient Chinese history. In the fourteenth year of the Zhou Dynasty, King Li died of pigs. The two Dukes of Zhou and Zhao jointly established Prince Jing as King Xuan of Zhou Dynasty.

It is said that after King Li ran away, the princes recommended Bohe to act on behalf of the emperor, so he was called Hehe. After King Li died, Bo He sent the princes to regard Prince Jing as their king and returned to Wei. This theory is inconsistent with the records in "Historical Records. Wei Shijia".
