Is it legal for Foxconn to treat employees like this?

Obviously it is illegal, but there is no way. There is no such relevant regulation in the country, and Foxconn has not dismissed its employees. The employees resigned themselves, so there is no question of compensation. Foxconn is rubbish. If you kill it, you won't go to Foxconn. This is what engineering students in our school will say when they enter school.
