1. Graduation Elements
(1) Basic Elements
1. Highest academic qualification
Ph.D. 27 points
Master's degree 24 points
Bachelor's degree 21 points
2. Graduation school
Ministry of Education's key construction universities, "211 Project" universities in Shanghai, and graduate training units of the Chinese Academy of Sciences' research institutes in Shanghai (see Appendix 1 for the list) 15 points
Other "211 Project" universities, Postgraduate training units directly under the central government, various universities and graduate training units in Shanghai (see Appendix 2 for the list) 12 points
8 points for other universities and postgraduate training units
3. Academic performance
Graduates will be evaluated based on their comprehensive ranking of majors (classes) in terms of academic performance during their studies at school
Level 1 (top 25% of overall performance rankings) 8 points

Level 3 (overall score ranking 51%-75%) 4 points

4. Foreign language proficiency

Graduates from Shanghai universities who participated in the West Plan and returned to Shanghai will be scored according to the Shanghai entry policy of the year they graduated, and an additional 5 points will be given on this basis

5 points for employers to conduct honest and standardized behavior when recruiting college graduates
(2) Introducing talent elements in key fields
The employer recruits graduates from the disciplines and majors required in Shanghai's key development fields (see Appendix 3). 3 points
The employer has a list of talent majors in the above-mentioned key fields. On the basis of the above, 3 points will be awarded for recruiting graduate students from colleges and universities listed in the Ministry of Education and Shanghai’s key disciplines
(3) Elements of undertaking major projects or outstanding talents
The employer is responsible for national and Major projects in Shanghai's economic and social development and the majors of graduates recruited match the industry; employers hire outstanding graduates who are in urgent need of professional counterparts 3 points
The employer is engaged in social welfare undertakings such as education, health, agriculture, etc. in suburban areas Unit 1-10 points
Note: The above-mentioned employers shall be recognized by relevant industry authorities and reported to the Shanghai Joint Conference Office for Employment of College Graduates for confirmation.
3. Standard points
The standard points are the basic qualification points for non-Shanghai students to apply for Shanghai household registration when they come to Shanghai for employment. Non-Shanghai college graduates who are employed in Shanghai and whose cumulative scores in various factors are not lower than the standard score can apply for Shanghai household registration; those who have lower than the standard score can apply for a "Shanghai Residence Permit" for talents.
The standard score is determined by the Shanghai Joint Conference Office on Employment of College Graduates based on the requirements of the municipal government’s household registration population mechanical growth control requirements.
