2. Management functions

1. Responsible for taking the lead in formulating the company's annual monthly production plan, and the formulation and assessment of relevant target responsibilities.

2. Responsible for the production technology management of the factory such as production technology, environmental protection, energy saving, scientific and technological progress, measurement, renewal and transformation work.

3. Responsible for production statistical management.

4. Responsible for the daily management of the warehouse.

5. Responsible for the daily management of material procurement.

6. Responsible for the daily management, coordination, and acceptance of outsourced work such as unit maintenance, overhaul, minor repair, temporary repair, and accident repair.

7. Responsible for the declaration of spare parts.

3. Management authority

1. Have the right to inspect, guide, coordinate, and supervise the relevant work of various departments and units of the company.

2. Have the right to put forward assessment and reward opinions on the work within the scope of responsibility.

3. Have the right to coordinate, control, supervise, and guide the major repairs, changes, infrastructure, and special science and technology funds under management.

4. The right to provide assessment opinions on violations of superior laws, regulations, and documents.

5. Have the right to put forward handling opinions or report to superiors for violations of standardization regulations. We have the right not to sign technical documents that do not meet the requirements of relevant standardization laws and regulations.

6. The right to require relevant departments and units to provide statistical data and information.

3. Responsible for the preparation and organization of regular professional meetings within the scope of responsibilities, and supervise the effectiveness of the meetings.

4. Responsible for establishing and improving the technical responsibility system.

5. Technical supervision and management

(1) Responsible for metal supervision, chemical supervision, environmental supervision, high voltage supervision, thermal instrument supervision, electrical instrument supervision, boiler and pressure vessel supervision and other technical supervision and management work, as well as major and minor repairs and daily metal supervision and testing work.

(2) Responsible for various technical standard measures and supervise their implementation.

(3) Responsible for proposing opinions on the purchase and distribution of technical standards to the archives management department.

(4) Responsible for the promotion of technical standards and supervision of implementation.

6. Equipment management

(1) Responsible for organizing and implementing the entire process management of equipment.

(2) Responsible for ensuring that the reliability, safety and economy of the equipment reach the advanced level of similar domestic equipment.

(3) Responsible for analyzing the material life, economic life, and technical life of the equipment, and promptly proposing suggestions for equipment changes and improvements to ensure that the equipment in use and standby are in good condition.

(4) Responsible for the technical management of equipment, materials, and spare parts procurement.

(5) Responsible for equipment repair and maintenance and defect elimination management.

(6) Responsible for the identification and review of equipment scrapping, decommissioning and allocation.

(7) Responsible for the technical management of underground pipe networks and hidden projects.

(8) Responsible for equipment changes, equipment division of labor and equipment rating management.

7. Maintenance management

(1) Responsible for preparing monthly, quarterly and annual plans for equipment maintenance and organizing their implementation.

(2) Responsible for the management of overhaul funds.

(3) Responsible for the preparation, review, and implementation of major and minor repair plans.

(4) Responsible for the management of maintenance quality acceptance and quality inspection supervision.

(5) Responsible for comprehensively balancing the maintenance work progress of each unit, coordinating and guiding to solve technical problems existing in the maintenance.

(6) Responsible for the management of maintenance documents and cooperate with the archives department in archiving data.

(7) Responsible for signing the equipment maintenance contracting technical agreement with the maintenance unit, accepting the entrustment of the factory director to sign the contract, and verifying the implementation of the contract or agreement.

(8) Responsible for the summary of maintenance projects and organize the hot and cold acceptance.

8. Equipment update and transformation management

(1) Responsible for preparing the update and transformation feasibility report and plan, and organizing its implementation.

(2) Responsible for the management of renovation funds, and regularly balance the change costs and forecast funds.

(3) Responsible for the quality and progress control and supervision of the renovation project, organizing acceptance, strictly controlling the quality and progress during construction, and coordinating and guiding to solve technical problems existing in the project.

(4) Responsible for the document management of the change project, and cooperate with the archives management department to archive data.

(5) Responsible for signing project contracts or agreements with contracting units.

(6) Responsible for preparing and revising technical transformation plans, and organizing feasibility investigations and studies.

9. Energy-saving management

(1) Responsible for the preparation of energy-saving plans and plans, and organizing their implementation.

(2) Regularly summarize the energy-saving work and report the summary to the relevant higher-level departments.

(3) Responsible for the comprehensive coordination, organization, guidance and supervision of the entire energy conservation process management work.

(4) Analyze changes in major technical and economic indicators, and propose rewards and punishments based on the completion of economic indicators.

(5) Responsible for the promotion, research and application of energy-saving technologies and results.

(6) Responsible for formulating energy-saving measures, establishing and improving various reward and punishment systems, and supervising their implementation.

10. Scientific and technological progress management

(1) Responsible for the preparation, planning and implementation of scientific and technological progress plans.

(2) Responsible for the management of special science and technology expenses.

(3) Responsible for the research, promotion, application, review, appraisal and award of scientific and technological achievements.

(4) Responsible for the collection, arrangement, utilization of scientific and technological information and data, as well as the organization of technical exchange activities.

(5) Responsible for patent affairs management.

(6) Responsible for organizing and carrying out activities of the Planning Association.

(7) Responsible for the review and implementation of rationalization suggestions.

11. Environmental Protection Management

(1) Responsible for the protection and management of dust, poison, waste water, waste residue, noise, temperature and humidity in the workplace, and production and domestic water sources.

(2) Responsible for the investigation and analysis of pollution problems and the research and implementation of pollution control plans.

(3) Responsible for implementing and completing the "Environmental Protection Responsibility Letter" of the factory director.

(4) Responsible for guiding the technical and business work of the factory environmental monitoring station.

(5) Responsible for the preparation, planning, and organization of implementation of environmental protection plans.

(6) Regularly report various environmental protection indicators to superior environmental protection departments.

12. Measurement Management

(1) Responsible for supervising and guiding the technical and business work of each measurement room.

(2) Responsible for preparing and auditing the appraisal plan for measuring instruments.

13. Equipment reliability management

(1) Responsible for the collection, statistical analysis and index calculation of equipment reliability theorem data.

(2) Responsible for controlling various factors that affect the equivalent availability coefficient, ensuring the completion of the indicators approved by the provincial bureau, and striving to make the equivalent availability coefficient reach the level of a national first-level enterprise.

14. Planning and statistical management

(1) Responsible for the company's annual production plan, infrastructure plan and monthly plan, etc., and supervise their implementation.

(2) Implement relevant statistical laws such as the Statistics Law of the People's Republic of China and the Interpretation of Statistical Indicators of the Electric Power Industry.

(3) Responsible for the statistical work on the completion of various production and operation plan indicators, and report to the superior authorities and relevant leaders in a timely manner.

(4) Responsible for establishing various statistical ledgers.

15. Management of spare parts

(1) Responsible for the revision of accident spare parts quotas, and understand the use of special working capital for accident spare parts.

(2) Responsible for the comprehensive technical management of spare parts, organizing and handling technical issues in the purchase, processing, preparation, storage, allocation and scrapping of spare parts.

(3) Responsible for improving spare parts drawings and other technical data.

(4) Responsible for improving the entire process management procedures for spare parts and supervising their implementation.

(5) Participate in the acceptance, identification and regular testing of accident spare parts and other important spare parts.

(6) Review technical documents or technical requirements such as drawings and technical requirements for the purchase, processing, and preparation of accident spare parts, and approve the allocated and scrapped spare parts.

5. Inspection and Assessment

1. The implementation of this standard is subject to inspection and assessment by the company’s supervisory department.
