The projects that must undergo bidding are:

(1) The provisions of the "Tendering and Bidding Law": within the territory of the People's Republic of China:

1. Large-scale infrastructure, public utilities and other projects related to social interests and public safety.

2. Projects that are fully or partially invested with state-owned funds or financed by the state.

3. Projects that use loans or aid funds from international organizations or foreign governments, including project survey, design, construction, supervision, and the procurement of important equipment and materials related to project construction, must be subject to bidding.

(2) The above-mentioned types of engineering construction projects stipulated in the "Regulations on the Scope and Scale Standards of Bidding for Engineering Construction Projects" include the survey, design, construction, supervision of the project, and important equipment and materials related to the engineering construction. If one of the following standards is met, bidding must be conducted:

1. The estimated price of a single construction contract is more than 2 million yuan.
