The transformation of scientific and technological achievements should respect the laws of the market, give full play to the main role of enterprises, follow the principles of voluntariness, mutual benefit, fairness, honesty and credit, and enjoy rights and interests and bear risks in accordance with laws, regulations and contracts. Intellectual property rights in the transformation of scientific and technological achievements are protected by law. The transformation of scientific and technological achievements shall abide by laws and regulations, safeguard national interests, and shall not harm public interests or the legitimate rights and interests of others.
