Is "patent right" the same as "patent application right"?

The right to apply for a patent refers to the right of a patent applicant to continue the patent application procedure and transfer the patent application after filing an application for a patent for invention and creation in China National Intellectual Property Administration. For example, the patentee may decide to withdraw his patent application or transfer his patent application to other units or individuals. Patent right, referred to as "patent" for short, is a kind of intellectual property right, which is the exclusive right of the inventor or his assignee to exploit a specific invention within a certain period of time. China promulgated the Patent Law on 1984, and the detailed rules for its implementation on 1985, which made specific provisions on related matters.
