(1) Personal declaration. Individuals apply for accreditation to their units, submit relevant certification materials, select accreditation levels according to accreditation standards, and fill out the Declaration Form for Accreditation of High-level Talents in Hainan Province.
(2) unit recommendation. The applicant's unit shall review the applicant's conditions, put forward recommendations on the qualified application materials (the recommendations shall evaluate the applicant's law-abiding, professional ethics, work ability and work performance), and submit them to the provincial talent service center.
(3) Review and confirm. The provincial talent service center is based on the Measures for the Identification of High-level Talents in Hainan Province and the Classification Standard of High-level Talents in Hainan Province (20 19).
(4) filing and issuing certificates. The provincial talent service center shall register the list of recognized personnel and issue the corresponding "Certificate of High-level Talents in Hainan Province".

"Several Provisions on the Introduction of High-level Talents and Young Professionals" Article 3 The high-level talents mentioned in these Provisions refer to professionals with senior professional titles or doctoral degrees, who have high attainments and outstanding achievements in academic and technical fields. The key targets are: academic and technical leaders and outstanding talents with leading academic and technical level at home and abroad, generally under 60 years old; Doctoral degree recipients, generally under 45 years old; Senior management personnel of enterprises who know technology and are good at management, under the age of 55; Talents with domestic advanced patents, inventions or proprietary technologies; Other talents with special talents or significant contributions. Young professionals mainly refer to fresh graduates with bachelor degree or above from key universities, professionals with bachelor degree or above under 35 years old, and professionals with intermediate or senior titles under 40 years old.
