What does "first published at an academic or technical conference" mean in the patent law? Find a solution

According to the second paragraph of Article 24 of the Patent Law, an invention-creation for which a patent is applied shall not lose its novelty if it is first published at a designated academic conference or technical conference within six months before the date of filing.

The academic conference or technical conference specified here refers to the academic conference or technical conference organized by the relevant competent departments or national academic groups in the State Council, excluding those organized below the provincial level or entrusted by or in the name of the State Council ministries or national societies. Disclosure at the meeting mentioned by the latter will lead to the loss of novelty unless the meeting itself has a confidentiality agreement.
