Zhang, 1956, born in Jiujiang, Jiangxi, is a professor-level senior engineer in party member, enjoying special allowance from the State Council. He is currently the chairman and party secretary of Zhongfu Carbon Fiber Co., Ltd. and Lianyungang Yingyou Textile Machinery Co., Ltd.
