Article 1: In order to strengthen the maintenance and management of inspection well covers of urban underground facilities and ensure the safety of pedestrians and vehicles, these Measures are formulated in accordance with relevant laws and regulations. Article 2 Inspection wells, valve wells, and various underground facilities such as electricity, communications, cable TV, traffic signals, lighting, gas, heat, water supply, drainage, and environmental sanitation installed on urban roads and squares in the urban planning areas of this city. These Measures shall apply to the management of manhole covers, manhole grates and ancillary facilities such as fire hydrants, rainwater and sewage drainage wells (hereinafter collectively referred to as underground facility inspection well covers). Article 3 The municipal urban management department is responsible for the supervision and management of inspection well covers for underground facilities within the city’s urban planning areas.

The municipal municipal facilities management agency is responsible for the specific management of urban manhole covers as entrusted by the municipal urban management department.

The municipal planning and natural resources, housing and urban and rural construction, industry and information technology, public security, radio and television, state-owned assets supervision and management and other departments shall, in accordance with their respective responsibilities, coordinate the supervision and management of underground facility inspection well covers . Article 4: The property owner shall be responsible for the inspection, maintenance, repair and management of manhole covers. If the owner, manager, and user agree on management responsibilities, the agreement shall prevail.

The construction unit is responsible for the management and protection of construction sites involving underground pipelines, demolition areas, and manhole covers that have not been determined by the responsible management and protection unit after completion acceptance. If the management and protection responsibilities are changed, both parties concerned shall go through the handover procedures. Article 5: Manhole covers must comply with relevant product quality standards.

The design and construction of manhole cover installation projects must comply with relevant design and construction technical specifications. The manhole cover installation project within the scope of urban roads is completed and must be inspected and accepted before it can be delivered for use. The manhole cover facilities should be intact without flip-ups, the top surface of the manhole body should be flush with the surrounding road surface, and the relative height difference should comply with relevant industry technical specifications to ensure that there is no noise, displacement, or damage when pedestrians and vehicles pass by.

For manhole covers that do not meet quality standards and design and construction technical specifications, the municipal urban management department will order the construction unit to repair and replace them. Article 6: Manhole covers must indicate the nature of use and property rights of the inspection well. If there is no sign, the manhole cover property owner shall be responsible for replacing it. It is prohibited to mix different types of manhole covers. Article 7 Manhole cover facility property owners shall abide by the following provisions:

(1) Establish manhole cover facility management files, and record the location, specifications, materials, and quantities of existing manhole cover facilities, as well as new, renovated, and abandoned manhole cover facilities, etc. Information shall be submitted to the municipal urban management department for filing.

(2) Establish an inspection management system and maintenance responsibility system for manhole cover facilities, and conduct daily inspections and maintenance. If manhole covers are found to be missing, damaged, displaced or vibrating, they should be reinstalled, replaced and repaired immediately; if manhole cover facilities are found to be sinking or collapsing, warning signs should be set up immediately, risk elimination measures should be taken, and repairs should be carried out in a timely manner.

(3) After receiving a complaint or maintenance notice, the company shall arrive at the scene within two hours and immediately reinstall or replace missing or damaged manhole covers; immediately repair sunken or collapsed manhole cover facilities. Take risk elimination measures and perform repairs in a timely manner. Article 8 The unit that owns the manhole cover property shall publish a service hotline and establish a linkage mechanism. If a manhole cover that is not the property of the unit is found to be missing or damaged during the inspection, a warning sign should be set up immediately, and the relevant property unit should be notified to promptly reinstall, replace or repair it, and safety precautions should be taken before the staff of the property unit arrives at the site. measure. Article 9 The municipal urban management department and its management agencies shall strengthen the supervision and management of manhole covers. If a manhole cover is found to be missing or damaged, or if a reporting call is received, the property owner shall be notified immediately to reinstall, replace or repair the manhole cover in a timely manner. Article 10: No unit or individual may move, occupy, or trap manhole covers without authorization. When inspection and maintenance personnel open manhole covers for inspection, maintenance, repair and other operations, they should set up guardrails, signs or take other safety measures around the wellhead in accordance with regulations. After the construction is completed, the site should be cleaned up in time and restored to its original condition. Article 11 Any unit or individual who discovers theft, damage, encirclement or illegal acquisition of manhole covers has the right to stop or report to the public security organs, municipal urban management departments or property rights units. Relevant departments and units should promptly verify and handle the report after receiving it.

The Municipal People's Government shall commend or reward those who have made meritorious deeds in stopping and reporting the theft, damage, encirclement, and illegal acquisition of manhole covers. Article 12 For the recycling of broken, cracked, waste and old manhole covers, the municipal urban management department, together with the municipal public security organ, shall designate designated manhole cover recycling units. Individuals and non-designated units are prohibited from purchasing manhole cover facilities. Article 13 Anyone who violates these Measures and fails to indicate the nature of use and property rights unit on the manhole cover shall be ordered by the municipal urban management department to make corrections within a time limit; if the correction is not made within the time limit, a fine of 500 yuan per manhole cover shall be imposed. Article 14 If the unit that owns the manhole cover fails to comply with these Measures after receiving a complaint or maintenance notice, the municipal urban management department shall order it to make corrections within a time limit; if it fails to make corrections within the time limit for more than 12 hours, a fine of 2,000 yuan will be imposed; if it exceeds 20 If it takes four hours, a fine of 5,000 yuan will be imposed; if it causes personal injury or property damage, a fine of not less than 5,000 yuan but not more than 10,000 yuan will be imposed, and civil liability shall be borne in accordance with the law. Article 15 Anyone who violates these regulations and moves, occupies or traps manhole covers without authorization shall be ordered by the municipal urban management department to make corrections within a time limit; if corrections are not made within the time limit, the municipal urban management department shall impose a fine of not less than 500 yuan but not more than 1,000 yuan.
