The establishment of resident representative offices in China by foreign patent agencies is not only related to the standardized development of the patent agency industry, but also related to whether the innovation achievements of China market players can be effectively protected in other countries. In view of the professional and legal nature of patent agency work, it is necessary to manage foreign patent agencies to set up permanent representative offices in China according to law on the basis of actively expanding opening up. In accordance with the plan of the CPC Central Committee and the State Council for building an intellectual property power and the 14th Five-Year Plan, it is necessary to speed up the formulation and implementation of normative documents related to Article 29 of the Patent Agency Regulations in order to standardize the examination and approval management conditions and procedures and ensure that intellectual property management departments at all levels perform their duties according to law.
