Do on-the-job employees need the company's consent to apply for design patents?

Article 6 of the Patent Law: Service invention: An invention created by performing the tasks of one's own unit or mainly utilizing the material conditions of one's own unit is a service invention.

This depends on whether you use the company's resources and human and material resources to apply. In general, if a company's invention is related to the company's own research and uses the company's resources, it is a service invention, and the patentee is the company. If it is invented by some individuals, it is unnecessary. If the resources of some companies are used, the patent law stipulates that units and inventors can conclude contracts.
