Can the national defense patent application be entrusted to an ordinary agency?

If it is a national defense patent, it can't be entrusted to an ordinary agency at all, because the ordinary agency doesn't have the qualification of national defense agency, and the process of handing over the technical data of national defense patent to the ordinary agency is suspected of leaking state secrets.

Where an application is filed through ordinary channels, if it is determined that it needs to be converted into a national defense patent during the review process, it shall be submitted to the National Defense Patent Office for review. All the follow-up documents submitted by the applicant shall be submitted to the National Defense Patent Office in the form of paper documents, and electronic application is not allowed.
