I. General requirements

We will fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth and Fifth Plenary Sessions of the 18th National Congress, conscientiously implement the Opinions of the Central Committee of the State Council on Building a New Open Economy System and the Opinions of the Central Committee of the State Council on Deepening the Reform of System and Mechanism and Accelerating the Implementation of the Innovation-Driven Development Strategy, and firmly establish the development concept of innovation, coordination, green, openness and enjoyment. In terms of fostering new development impetus, expanding new development space, building a new industrial system and developing a new system, we will continue to play the role of window demonstration and radiation driving of state-level economic development zones and cultivate advanced manufacturing and modern service industry development bases with global influence.

Relax foreign investment access restrictions, improve the rule of law, internationalization and convenience of business environment, and attract more high-end foreign investment to accelerate the inflow. Promote national economic development zones to innovate foreign trade development models, further improve the level of trade facilitation, and accelerate the cultivation of new advantages in foreign trade competition with technology, brand, quality and service as the core. Actively adapt to the new situation of China's opening to the outside world and the new trend of international industrial transfer, promote innovation through opening up, expand new space and new fields of opening up, better integrate into global industrial chain, value chain and supply chain, and improve China's position in the global industrial division of labor.

II. Objectives and tasks

The Ministry of Commerce takes the lead in organizing the assessment and strengthening the macro guidance and management of national economic development zones in conjunction with relevant departments. On the one hand, the well-developed state-level economic development zones are given incentives in terms of finance, land and talents; on the other hand, they are encouraged to export management experience to promote the coordinated development of other state-level economic development zones. Give warning and notification to national economic development zones with lagging development level. Two consecutive assessments are in the last five, and they are reduced to provincial economic development zones after being reported to the State Council for approval according to procedures. By evaluating the total import and export volume of high-tech products, the amount of foreign capital utilized, the number of industrial clusters and the number of R&D centers and headquarters centers established by Chinese and foreign enterprises, we will promote national-level economic development zones to participate in the global industrial division and value chain restructuring, develop export-oriented industrial clusters, build a number of leading enterprises in the industry, vigorously promote industrial agglomeration, clustering and intensive development, and improve the scientific and technological content and added value.
