Attention should be paid to these matters in the evaluation of senior professional titles in Hunan Province in 2022.

Recently, the Hunan Provincial Department of Human Resources and Social Security issued a notice on matters related to the evaluation of senior professional titles in the province in 2022.

The notice made it clear that the centralized submission time of the application materials for senior professional titles in the province is the last two working days of the third quarter of 2022 (that is, September 29 to 30). In order to facilitate the "one-stop" declaration and collection of materials, the Provincial People's Social Welfare Department will provide a unified place for centralized collection (notice). The effective time of relevant achievements and academic qualifications in the participating materials is the deadline for submission of materials (September 30, 2022, including September 30, 2022), and the academic qualifications, awards, patents, works and achievements obtained after that are not regarded as effective participating materials in 2022. The high-level judges will organize the evaluation from June 5438+ 10, and all kinds of high-level judges should, in principle, complete the evaluation and voting before February 25th+June 65438 (inclusive). The professional title evaluation of independent evaluation units (including institutions of higher learning), primary and secondary school teachers and grass-roots series (high basic education, high basic health, high Quignon and high Jilin) is organized and implemented according to the annual evaluation plan submitted.

The annual review shall be conducted in accordance with the current national and provincial professional title policies and various series (professional) evaluation standards. If the country has issued the reform guidance, it shall be implemented according to the national evaluation standard conditions; if it has not been issued, it shall be implemented according to the standard conditions in the province. The professional title evaluation conditions of independent evaluation units (including universities, hospitals and enterprises) shall be filed in accordance with the standard conditions. The preferential policies for the evaluation of professional and technical personnel in private enterprises shall be implemented in accordance with the requirements of the Notice on Further Improving the Work of Professional Titles in Private Enterprises and the Evaluation Measures for Professional and Technical Personnel in Innovative Private Enterprises in Hunan Province.

The notice made it clear that the Provincial People's Social Welfare Department will review the institutions that have no vacant positions but need to declare senior professional title evaluation positions under the following special circumstances.

1. Relying on provincial talent introduction projects (including other talent introduction projects on record), introduce high-level talents from home and abroad to Hunan for innovation and entrepreneurship.

2. National or provincial major scientific research projects, key disciplines (majors), strategic emerging industries, key areas of people's livelihood, literature and other fields, as well as innovative talents who have signed certain service years with employers are in urgent need.

3. Technical talents (except primary and secondary school teachers and grass-roots series) who have served in township technical posts for 20 years and have outstanding performance have taken root in the grass-roots front line (signed a service period of 5 years or more with grass-roots units), and outstanding young doctors have passed the examination and left their posts to stay in Hunan as postdoctoral researchers.

4. Institutions in the stage of digesting the number of posts can apply for "retiring more and filling less" to evaluate the number of posts before the end of the next evaluation year, so as to form a talent echelon with reasonable structure.
