Problems such as insufficient quantity, lack of scientific and technological leaders, unreasonable structure and the outflow of some talents exist in many places to varying degrees, restricting and affecting the economic and social development of the autonomous region, and must attract our great attention. In the coming 21st century, science and technology are advancing by leaps and bounds. Economic development mainly depends on scientific and technological progress and technological innovation. The development of market economy and economic globalization make economic development face more fierce competition. Only by having the advantage of talents can we remain invincible in the market economy and competition in many fields. Party committees and governments at all levels must, in accordance with the requirements put forward by the 15th National Congress of the Communist Party of China, put the acceleration of scientific and technological progress in a key position in economic and social development, take more active measures, and make the cultivation, use and introduction of talents a strategic task. .

The flow of scientific and technological talents among enterprises and institutions in the autonomous region is not restricted by geography, unit ownership, etc. Public institutions with financial allocations that transfer key technical talents and Ph.D.s, as well as those who have achieved major scientific research results, are not subject to restrictions on establishment and recruitment plans after confirmation by relevant departments; those who formerly held professional and technical positions are not subject to restrictions on professional and technical positions. , can be given priority for appointment. 13. Implement high-level talent sharing model management.
