(3) Having technical leaders with high technical level and rich practical experience, having a team of technical talents with a certain scale, and having strong advantages in innovative talents in the same industry; With perfect research and development and testing conditions.

(6) The credit status of the enterprise is good, and there are no following situations within two years (two years before the application deadline): violation of the Customs Law and relevant laws and administrative regulations constitutes smuggling, and it is subject to criminal and administrative punishment, or administrative punishment for serious violation of customs supervision regulations; Violation of the tax administration law and relevant laws and administrative regulations constitutes serious tax violations such as tax evasion and defrauding export tax rebates; Other serious violations of law and dishonesty identified by judicial administrative organs.
