(1) Having studied abroad and obtained a master's degree, having worked abroad for more than five years (with a doctorate, working abroad for three years), being an academic and technical leader in an international discipline and technical field, and being a leading talent with broad market development prospects and high-tech scientific research achievements.
(2) Leading talents who have independent intellectual property rights and invention patents abroad, advanced international technological achievements, can fill domestic gaps, have market potential and carry out industrial production.
(3) Leading the three leading industries of environmental protection, new energy and biology in our city, as well as leading entrepreneurial talents with technology, projects, capital and independent innovation ability in service outsourcing, animation design, cultural creativity and new materials.
