The term "technological innovation" as mentioned in these Regulations refers to activities such as scientific research, technological innovation, transformation of technological achievements, construction of technological innovation platforms, introduction and training of technological talents, technological innovation services, etc. Article 3 This city takes scientific and technological innovation as the leading strategy for urban economic and social development, promotes the close integration of science and technology and economy, and establishes a system with the government as the guide, enterprises as the main body, the market as the guide, the integration of industry, academia, research and application, and the whole society as a whole. Article 4 The municipal, county and district people's governments shall lead the promotion of scientific and technological innovation within their respective administrative regions, establish a joint meeting system for the promotion of scientific and technological innovation, and promote the implementation of scientific and technological innovation strategies, plans and policies.
The Municipal People's Government shall prepare a special plan for the development of scientific and technological innovation, determine the goals, investment, key areas and projects, service guarantees, etc. for the development of scientific and technological innovation, and incorporate it into the national economic and social development plan.
The management committees of Huainan Economic and Technological Development Zone, Huainan High-tech Industrial Development Zone and Maoji Social Development Comprehensive Experimental Zone shall do a good job in promoting scientific and technological innovation in their jurisdictions in accordance with the requirements of the Municipal People's Government. Article 5: The science and technology administrative departments of the municipal, county, and district people’s governments are responsible for the comprehensive management and overall coordination of scientific and technological innovation promotion within their respective administrative regions.
Relevant departments such as development and reform, economy and information technology, human resources and social security, finance, finance, agriculture, education, taxation, and market supervision shall do a good job in promoting scientific and technological innovation in accordance with their respective responsibilities. Article 6: State agencies, enterprises and institutions, social groups and news media should carry out science popularization work, strengthen the publicity and guidance of scientific and technological innovation, and create a social atmosphere that respects science, advocates innovation, and protects intellectual property rights. Chapter 2 Guidance on Scientific and Technological Innovation Article 7 The Municipal People's Government shall focus on leading industries and high-growth industries such as new coal chemical industry, modern equipment manufacturing, and new generation information technology, and support the industrialization of university science parks, strategic emerging industry bases, and high-tech industries. Base construction, improving the level of supporting infrastructure and management, giving full play to the agglomeration effect, and promoting industrial transformation and upgrading.
The Municipal People's Government arranges funds for scientific and technological innovation development and incorporates them into the fiscal budget to ensure the implementation of scientific and technological innovation policies, implement municipal science and technology plan projects, and promote the construction of innovative cities. Article 8 Enterprises are encouraged to establish independently or jointly with universities and scientific research institutions to establish key laboratories, technology (technological innovation) centers, industrial technology innovation strategic alliances and other scientific and technological innovation platforms, and provide support in terms of land use, financial funds, etc.
Support enterprises to carry out industry-university-research cooperation with universities, colleges and scientific research institutions, and jointly carry out key technology research, revolutionary technology research, new product research and development, application and promotion of results, and standard research and formulation. and other activities. Encourage and support industry-university-research cooperation to undertake municipal science and technology plan projects. Article 9: Encourage qualified enterprises to apply for high-tech enterprises, and reward newly approved high-tech enterprises in accordance with regulations.
Priority is given to recommending high-tech enterprises to apply for national and provincial science and technology planning projects. Under the same conditions, high-tech enterprises will have priority in undertaking municipal science and technology plan projects. Article 10: Encourage citizens, legal persons and other organizations to create, use and protect intellectual property rights and give full play to the role of intellectual property rights in building innovative cities.
The Municipal People's Government provides subsidies for authorized invention patents, subsidizes the interest and evaluation fees of patent pledge loans to enterprises, and provides subsidies to newly recognized national and provincial intellectual property demonstration (advantage) enterprises in accordance with regulations. award.
The municipal science and technology administrative department should include the number of intellectual property applications in the acceptance of municipal science and technology plan projects supported by fiscal funds.
Article 11: Encourage and support agricultural science and technology innovation, strengthen agricultural and rural science and technology research and development and the transformation and application of results, establish agricultural science and technology bases and demonstration parks, and improve the agricultural science and technology service network. Article 12: Encourage enterprises, universities, and scientific research institutions to transfer and transform scientific and technological achievements in this city through technology investment, transfer, licensing, etc. The transfer and transformation projects of scientific and technological achievements will be included in the municipal science and technology plan with priority.
The Municipal People's Government arranges guidance funds for the transformation of scientific and technological achievements to support the transformation of advanced scientific and technological achievements in this city. Article 13 If higher education institutions and scientific research institutions established by the government have not stipulated or agreed with scientific and technological personnel on the methods and amounts of rewards and remuneration, rewards and remuneration shall be given to personnel who have made important contributions to the completion and transformation of job-related scientific and technological achievements in accordance with the following standards. Remuneration:
(1) If technology transfer or licensing is used to transform job-related scientific and technological achievements, no less than 70% of the net income obtained from technology transfer or licensing shall be withdrawn;

Personnel who have made major contributions to research and development and the transformation of scientific and technological achievements shall receive no less than 70% of the total rewards and remuneration. The reward share for staff and managers of technology transfer institutions responsible for the transformation of scientific and technological achievements shall not be less than 5% of the total amount.
