1. application conditions

(1) employer conditions

the employer is the applicant for non-Shanghai graduates to apply for employment in Shanghai. An employing unit that meets one of the following conditions and directly employs non-Shanghai graduates can apply for household registration in this city for the employed personnel:

1. Party and government organs within the administrative area of this city;

2. Institutions, social organizations, foundations and social service institutions (private non-enterprise units) registered in this Municipality;

3. Enterprises that are in line with the industrial development direction of this Municipality, have a good reputation, and have a registered capital of more than RMB 1 million (inclusive), and are registered in this Municipality before May 31, 221 (those who are not graduates from Shanghai who started their own businesses at the highest academic level and act as the legal representative of the enterprise, and apply for household registration in this Municipality in the form of self-employment, are not subject to the above-mentioned registered capital and registration time limit); Where the employing unit is a branch of a legal person enterprise, it shall provide corresponding materials (see the description of application materials for details);

4. If an employer that does not meet the above conditions really needs to introduce non-Shanghai graduates, it must submit an application (accepted by Shanghai Student Affairs Center) to the office of Shanghai Joint Conference on College Admissions and Employment in the form of official documents by the competent government department, the human resources department of the district government or the competent organization of the development park above the municipal level before July 29, 222.

if the employer is found to be suspected of fraud during the audit, the verification will be further strengthened, and relevant experts will be organized to conduct evaluation and appraisal when necessary. The joint meeting will make a resolution after comprehensive consideration based on the results of expert review. If the circumstances are particularly bad, the qualification for reporting in the next year will be cancelled.

if the employer terminates the labor (employment) relationship with all the graduates who have been hired and settled in Shanghai in 221, the application for settlement put forward by the employer in 222 will not be approved.

(II) Requirements for non-Shanghai-born graduates

Non-Shanghai-born graduates can apply for household registration in this city for them:

1. Abide by laws and regulations and school rules and regulations;

2. Be included in the national unified enrollment plan of ordinary colleges and universities, which does not belong to directional and entrusted training, complete their studies and obtain corresponding graduation certificates and degree certificates in 222;

3. During the school period, he did not have any labor relationship or personnel employment relationship with any employer, and did not pay social insurance (if a non-Shanghai graduate started his own business at the highest academic level and served as the legal representative of the enterprise, he applied for household registration in this city in the form of self-employment and the enterprise paid social insurance for him, this condition is not restricted);

4. sign an employment agreement with an employer who meets the application conditions specified above, with a labor or employment contract term of one year or more. The dispatched personnel of intermediary institutions will not be accepted.

II. Application materials

When non-Shanghai graduates apply for employment in Shanghai, the employer must submit the following application materials at one time (see the appendix for specific material requirements):

1. Application Form for Household Registration of Graduates from Non-Shanghai Universities in 222 (including the list of application materials);

2. Personal Information Form of Graduates from Non-Shanghai Students in 222;

3. recommendation form for graduates of ordinary colleges and universities;

4. Employment agreement for graduates of ordinary colleges and universities;

5. Report card;

6. foreign language level certificate;

7. Computer grade certificate;

8. The branch of an enterprise with the employing unit as a legal person shall submit relevant certification materials;

9. Certificates of awards won at the highest academic level;

1. Obtaining the invention patent certificate and related materials during the study with the highest academic qualifications;

11. Relevant certification materials for starting a business during the study period with the highest academic qualifications;

12. Other relevant materials.

III. Time and process of application

Due to the epidemic situation, in 222, non-Shanghai graduates applying for employment in Shanghai were adjusted to be accepted in two batches: the first batch was from July 4, 222 to August 31, 222 (working days); The second batch is from December 1, 222 to December 3, 222 (working day).

(1) The accepting agency's subordinate (under its jurisdiction) employers shall declare according to the following procedures

1. Each accepting agency shall submit the Registration Form of Accepting Agency's Basic Information and Subordinate (under its jurisdiction) employers to the Shanghai Student Affairs Center before July 29, 222

2. The subordinate (under its jurisdiction) employers of each accepting agency shall run or log in to the Shanghai Student Employment and Entrepreneurship Service Network (www. Du.cn, hereinafter referred to as "Employment and Entrepreneurship Service Network"), the "Employer Service Exchange Platform", fills in the relevant application information online, and submits it to the corresponding acceptance agency online after verification.

3. The employing unit under the jurisdiction of each accepting agency shall prepare the relevant written materials of the unit and non-Shanghai graduates, and the personnel management department of the unit shall send the personnel Commissioner to the corresponding accepting agency with ID card and letter of introduction from the unit for on-site declaration.

4. Each accepting agency confirms that the information provided online is consistent with the paper materials. After the approval, it submits the relevant application information online and makes an appointment to submit the paper materials to the Shanghai Student Affairs Center.

(II) Other employers declare according to the following procedures

If the employer does not have a corresponding acceptance agency, it can fill in the relevant application information online through a network or log on to the "Employer Service Exchange Platform" on the employment and entrepreneurship service network, and submit it to the Shanghai Student Affairs Center online after verification. According to the appointment time, the personnel management department of this unit will send personnel commissioners to the Shanghai Student Affairs Center with relevant paper materials such as ID cards and letters of introduction.

IV. Acceptance Review

After receiving the application materials, Shanghai Student Affairs Center will accept the application materials if they are complete, and issue a receipt for receiving the materials.

Shanghai Student Affairs Center conducts a preliminary examination of the application materials submitted by the employer and publicizes the relevant information according to the Measures for Grading Employment of Graduates from Non-Shanghai Universities in 222, and then submits them to the joint meeting for examination and approval. Relevant results will be informed through the employment and entrepreneurship service network. After the results are announced, the unit and the students who have obtained the qualification for settlement should complete the actual settlement procedures within 6 months.

In p>222, the standard for non-Shanghai graduates to enter Shanghai for employment and settlement is 72 points.

v. Complaint

If the employer disagrees with the audit results, it can submit a written complaint to the Shanghai Student Affairs Center within 3 days after the results are published on the Employment and Entrepreneurship Service Network (it must be downloaded and printed on the "Employer Service Exchange Platform" of the Employment and Entrepreneurship Service Network and stamped by the unit), which will be submitted to the joint meeting of the Shanghai Student Affairs Center for deliberation. The appeal result should generally be made within 6 days after receiving the written complaint from the employer. If the situation is complicated, it can be extended appropriately.
