If a domestic individual applies for fee waiver, he only needs to fill in a fee waiver request at the time of application, and fill in that his income does not exceed a certain amount (as if students can directly state that his income is below 5,000 and his income is zero), and he can waive the fee without any proof from any unit.
This was originally a small concession made by the Patent Office to domestic individuals, and there were loopholes. The application of enterprises or other units must be certified by a certain level of government departments very early in order to slow down.
